Buying land to build- planning, changing land use etc.

All theoretical late night musings at present. It has always been my dream to build my own house and maybe have a bit of land for horses etc. My question is how easy, all relative I know, is it to buy land that is agricultural and start from scratch. I know there would be the risk of applying for planning and changing the land use. Has anyone got any success stories (or horror stories)?
