fidgety yearling

I have a yearling. He's come on quite nice since completely unhandled three months ago. One thing I'm not 100 percent on how to tackle. Putting the halter on he's no problem, taking it off however he is so impatient that he just will not stop moving his head and fidgeting. Do I just wait it out? I've been waiting for him to stop moving before going to remove but the moment I go to pull it off he will start fussing again. It's a weird one. Not scared. Just eager for me to take it off so he can get on with doing his own thing.
