Please Help! Arena Surface Options....

So I was lucky enough to buy a little place with a school (if you can call it that) just over a year ago and am finally trying to look at getting it back up to scratch.It's roughly 20x40 but hasn't been used for years. It looks like it was put in 'properly' initially but had a wood chip surface :( This has rotted down quite a lot and there is a lot of weeds.We are going to takle the weeds but now want to be really careful about what i decide to do next. I have heard bad reviews about wood chip, and it is currently well rotted down so wondered if I could just put more of a different surface on top? Or would i need to remove the woodchip first? Some stones have come to the surface too.... so not sure if anything needs to be done to whats there first? Basically... I have no idea where to start! Help!If anyone has any recomendations of someone who could come out an have a look at it for me that would be fab! We are in South Devon....
