Steam/soak order for weight loss

Evening, I always steam my hay and works well (cough without bit being steamed) but my ponies have decided not to lose weight over the winter dispite being on diet rations so am going to soak thier hay. When I've soaked hay before I've soaked pre steamed hay, but have feeling the soaking is getting rid of the benefits of soaking so wondering if anyone steams pre soaked hay? Will it still work with spore killing?! Heaps of festive scoff for all
