KARACHI: The Sindh cabinet has approved the regularisation of contractual teachers who have been protesting in the city for the past week through an act in the provincial assembly and decided to present an education reforms bill in the house.
Chief Minister Murad Ali Shah took up the two matters ? teachers appointed through National Testing Service and improving public sector education standard ? as an additional item in the cabinet meeting held on Saturday.
There are about 2,100 NTS-pass and University of Sindh contractual teachers in the province, the CM said, adding that under the recruitment rules, the teachers have to clear a test to qualify for regularisation.
Declaring education as a matter of life and death for Sindh citizens, Shah said, that he had taken it up as a mission to improve education in the public sector, and to reach that goal, he needed the support of cabinet members, academicians, civil society and parents.
The CM directed the chief secretary and his team to prepare a comprehensive education reforms draft bill which would include reforms in textbooks, educational environment in schools, capacity building of teachers, trainings, performance-based incentives in the shape of increments and promotions, in-service trainings and refresher courses and establishment of high standard teachers training academy on public private partnership model.
?But, before all this, prepare a bill for regularisation of NTS-pass contract teachers,? the CM directed.
Animal protection bill: The Sindh Welfare and Prevention of Cruelty to Animals Act 2017 was also presented in the cabinet.
Wildlife Secretary Asif Hyder Shah said that the proposed law would make it illegal to cruelly beat, kick, mistreat, over-ride, overload, torture, infuriate or terrify any animal ? a norm which is very often seen in the country.
He added that the law would also make the following things illegal: causing unnecessary suffering through transportation; taking part in fighting or baiting of animals; administering poisonous or injurious substances without good reason; permitting surgery to be carried out without due care and humanity; hunting a captive animal that is liberated in an injured, mutilated or exhausted condition or cause and hunting a captive animal in an enclosed space from which it has no reasonable chance to survive.
The CM said that animals have an inalienable right to live in an environment which is free from abuse and to have adequate nourishment and appropriate shelter, treatment and care.
The cabinet approved the concept of the law and formed a committee under the local government minister to go through the draft once again and frame rules so it could be passed in the assembly in the next session.
Name change
Meanwhile the cabinet members also pointed out that Muttahida Qaumi Movement-London chief Altaf Hussain has been involved in anti-state activities, therefore any building, ground, area or such other thing named after him should be changed forthwith.
On the cabinet?s recommendation, the CM directed the chief secretary to prepare a list of such places so that their names may be changed.
The cabinet also took up the Sindh Police (Posting, Transfer & Tenure) Rules, 2017 for discussion but most of the cabinet members said that they have not been given the draft rules, therefore, they were not prepared to discuss them.
Expressing displeasure over this, the CM then gave the law minister 15 days to circulate the rules among the cabinet members and then bring it into the next cabinet meeting.
Another move on the IGP
The cabinet also discussed and approved a list of names of three senior police officers to recommend to the federal government, which will then select and appoint one of the officers to replace the serving Sindh IGP AD Khowaja.Sources privy to the meeting confirmed to The News two names from the list ?
