ISLAMABAD: The Election Commission of Pakistan on Friday geared up for the delimitation of constituencies and formed five committees aimed at completion of the process by May 3 next year.
Talking to journalists after the hurriedly-summoned meeting here at the Election Commission Secretariat, the Commission Secretary Babar Yaqoob Fateh Muhammad said that 45 days (January 01, 2018-February 28, 2018) have been fixed for delimitation of constituencies and submission of draft proposals on form-V before the Election Commission.
Provincial election commissioners, chief secretaries of the provinces, along with secretary Pakistan Bureau of Statistics and Chairman National Database and Registration Authority attended the meeting, besides senior commission officials. The meeting was presided over by Chief Election Commissioner Justice Sardar Muhammad Raza Khan.
He noted that the Election Commission has begun preparatory work on delimitation of constituencies on war-footing and said the provincial governments and the Pakistan Bureau of Statistics have been asked to share maps and other material till January 10. He added the sooner these documents are provided, the better would it be.
From today, he pointed out, it has been decided to freeze revenue limits and that now there would be no change in the district, tehsil or council limits. Likewise, there would be no change in the voter lists after May 5. He said President Mamnoon Hussain has not so far given his assent to the 24th Constitutional Amendment and noted it would become an act only after his signatures are put on and then they would get the provisional census data to carry out the delimitation of constituencies. The Senate had passed the bill on December 19, whereas the National Assembly had adopted the bill in November.
About the tentative timeline of delimitation activities, he explained that the publication of draft delimitations for inviting proposals and objections would be done from March 05 to April 03 (30 days) and disposal of proposals and objections by the Election Commission would be completed and official publication of delimitations would be conducted within 30 days from April 4 to May 3. Moreover, the preliminary electoral rolls would be put on display from March 6 to April 4, whereas 40 days had been fixed from March 6 to April 14 2018 for disposal of claims and objections and applications for corrections.
In the meeting, the Election Commission decided that with mutual consultation, the provincial election commissions and the Pakistan Bureau of Statistics would determine the number of persons required for verification of electoral rolls and the Pakistan Bureau of Statistics would ensure the required staff is made available so the revision of rolls is completed within the stipulated period.
The provincial governments and the bureau would also make sure that the Election Commission would get maps and other documents by January 10, including officially printed census data and notification of statistical charges, circles and blocks, urban areas maps (having statistical charges and circle blocks details), which will include metropolitan corporations, municipal corporations, municipal committees, town committees; soft copies of maps and their details.
Replying to a question, Babar Yaqoob said the date of elections could not be given at the moment. It is pertinent that the term of the incumbent National Assembly would be completed by May 31 next. The previous general election was held on May 11, 2013.
The meeting decided that it was responsibility of the respective provincial governments to install CCTV cameras at the most sensitive polling stations and that their cost would be borne by them. Provincial election commissions and the chief secretaries would mutually determine the number of buildings, which needed repairs and the responsibility of repairs would rest with the provincial governments.
