Saudi bureaucratic bottlenecks

It seems to take several months or even years for citizens to get things done at certain government departments. People get stuck with bureaucratic procedures that proceed at a snail?s pace at these ******s. Is it conceivable that the ego, pride and arrogance of the concerned officials are the reasons why they proclaim that the procedures are yet to be completed? This arrogance and intransigence even causes some of them to an**unce that the procedures have been frozen and that citizens can go and complain to whomever they want.
