Dar confirms positive development on most of proposals;
differences to be resolved ahead of budget; sub-committee meets today
ISLAMABAD: A meeting of the Parliamentary Committee on Electoral Reforms remained inconclusive on Tuesday, as differences still exist on the issue of the proposed Election Act, voting rights to overseas Pakistanis, electronic voting machines (EVMs) and biometric system for electronic voting.
After failing to sort out differences on the reforms package, the committee referred the package back to the sub-committee asking it to resolve the differences, facilitating a consensus on key issues.
Finance Minister Senator Muhammad Ishaq Dar chaired the committee meeting. According to the sources, the Pakistan Tehreek-e-Insaf (PTI) wanted an amendment to the Constitution paving way for the overseas Pakistanis to have dual citizenship. The dual citizenship will give them the right to cast vote and contest elections.
However, sources said the PML-N and PPP were ready to give the overseas Pakistanis the right to vote but had serious reservations about amending the Constitution to allow the overseas Pakistanis to have dual citizenship.
They were of view that the issue should be debated rather than incorporating the demand in the reforms package. Talking to reporters after the meeting, Chairman Parliamentary Committee on Electoral Reforms and Finance Minister Senator Ishaq Dar said there was a positive development on most of the proposals given by the political parties and the sub-committee would continue further work on the remaining proposals to develop a consensus.
The minister said the sub-committee would make further efforts to finalize its report before the upcoming budget. A meeting of the sub-committee would be called on Wednesday (today), he added.
He said the Election Commission of Pakistan (ECP) was also playing its role in the committee and the next general election would be held under the Electoral Reforms Package. APP adds: Federal Minister for Law and Justice Zahid Hamid said the sub-committee would take up the proposals that were earlier rejected and make efforts to develop consensus.
Chief of the Qaumi Watan Party MNA Aftab Ahmed Khan Sherpao said election reforms were in the interest of every political party. He expressed the pleasure that most of the proposals were settled among the parliamentarians. He said soon the remaining proposals would also be finalised.
MNA Syed Naveed Qamar said there was progress on most of the points and discussion would be held on the remaining points. Senator Shibli Faraz said the committee was positively working on the reforms.
Federal Minister for Railways Khawaja Saad Rafique and Minister of State for Information Tech**logy and Telecommunications Anusha Rehman Khan also attended the meeting.
