https://www.thenews.com.pk/assets/uploads/akhbar/2017-05-13/l_204208_044134_print.jpg ISLAMABAD: Legislators in the Senate on Friday slammed the government for striking a muk muka (deal) on an issue of national security and the opposition members staged a walkout against the absence of Minister for Interior during the debate on the Dawn Leaks issue.

Chairman Senate Mian Raza Rabbani agreed with the Leader of Opposition Aitzaz Ahsan that the Minister of Interior should have been present, as the matter was very serious but added it was the government's prerogative to appoint someone, adding parliament should **t be treated this way.

He also expressed dissatisfaction over the government’s reply on the matter, according to which both the government and the army got equal status (two parties). Referring to Article 243 and Article 90 of the Constitution to point out that the government shall have the command and control of the armed forces, he **ted the statement issued by the government had shown the government and the army as two parties to ‘settle’ it.

“The minister should tell me what is meant by two parties with regards to the DawnLeaks issue that two institutions sat: on the one side was the government and on the other side...please read clause 1 of Article 243: what does it say; please don't make mockery of the Constitution,” he retorted.

Rabbani an**unced to consult Leader of the House Raja Muhammad Zafarul Haq, Leader of Opposition Aitzaz Ahsan and parliamentary leaders on what should be the way forward and how the Senate be fully abreast of what exactly happened with regards to the settlement of the Leaks report. By the time he an**unced this, Raja Zafar managed to bring Aitzaz and other opposition senators to the House.

Leader of the Opposition Aitzaz Ahsan contended that neither the prime minister **r the army or the chief of army staff were above parliament. “They can’t be allowed to settle the matter while ig**ring parliament. Their representatives should be present in the legislature,” he asserted while slamming the minister for interior for his alleged **n-seriousness.

Senator Aitzaz said that Pervaiz Rashid, Tariq Fatemi and Rao Tehsin were made scapegoats to save Maryam Nawaz and asked how could the three leak the information on their own. He contended whether the information of the closed-door meeting on security issues was leaked or fabricated information was passed on, the issue was extremely serious and could **t be handled and settled this way.

“The leaks was extremely embarrassing for Pakistan and the armed forces that the civilian government wanted to go after the terrorists, but the army was the hurdle and protected them,” he said referring to the Leaks and added whosoever shared the information with the newspaper must be very powerful.

“We can’t accept this settlement of the matter. What was decided, what was the evidence and what was in the commission report? Everything should be before parliament,” he said.

Aitzaz said that the official meetings at the Prime Minister's House were bugged by its media cell and referred to then government spokesman Muhammad Zubair, who in a TV talk show had revealed, having heard participants of an APC on Kashmir while sitting in the media cell at the Prime Minister's House, which was never denied.

Pakistan Tehreek-e-Insaf’s Senator Nauman Wazir Khattak charged that the armed forces withdrew and it was a black spot and the worst had happened regarding the DG ISPR tweet rejection of the government steps in the light of the Leaks commission report. “JIT is a still born baby, as the military people have already surrendered. The army made a blunder. The army chief should own the responsibility and should himself resign,” he said.

In a conflict with the military, he alleged, the prime minister had always thrived.

He called for open proceedings of the JIT in order to ensure transparency.

Winding up the debate on the issue, Parliamentary Affairs Minister Sh. Aftab Ahmad said the matter had been settled in an amicable way and that it had strengthened democracy in the country.

The minister said that some forces within Pakistan and outside wanted to destabilize the democratic system over the issue but the matter was handled and resolved prudently. He added the matter had been resolved and that it was neither anyone’s defeat **r victory.

He urged all the political parties and the media to end the debate on Leaks issue in the best interest of Pakistan, for stability of democracy and supremacy of the Constitution.

On the Panama Leaks papers, Aitzaz, Senator Sirajul Haq, Sherry Rehman, Nauman Wazir and other opposition senators alleged that the government wanted to mislead the nation instead of coming up with evidence on how the London properties were bought. They said the Panama issue had absolutely **thing to do with with CPEC, as ICIJ had released authentic information on corruption scandals.

Opposition senators said people were fed up with speeches by the lawmakers and wanted practical measures to combat corruption, which was rampant everywhere. “The menace of corruption has been made a tamasha,” they said. They insisted that without accountability of the powerful, Pakistan would **t move forward and said rulers’ stakes in business was also a matter of concern and promoted corruption.

Aitzaz an**unced to share documents on payment of taxes of Rs477 by Nawaz in 1994, 1995 and 1996 with JIT. They feared the rulers would influence the JIT, which the treasury senators, including Nihal Hashmi, Salim Zia, Ch. Tanvir khan and Javed Abbasi strongly dismissed, saying the prime minister had presented himself for accountability repeatedly.

The treasury senators charged that the opposition never agreed to the parliamentary role in probe, left ToRs undone and then went to the Supreme Court and **w showing **-trust in the JIT, which was **t formed by the government but by the apex court.

Minister for Parliamentary Affairs Sheikh Aftab Ahmad urged the political forces to show patience while commenting on the Joint Investigation Team formed by the Supreme Court on the Panama Papers.

Winding up the debate on Panama Leaks controversy, the minister said that there was ** second opinion about the family business of Prime Minister Nawaz Sharif, as his father started business back in 1935, well before creation of Pakistan.

Referring to a speech of the prime minister in the National Assembly, said that it was the prime minister, who himself presented himself for accountability. “Then the Supreme Court heard all the petitioners in the case, and he emerged victorious. And **w the JIT [Joint Investigation Team] will further investigate the case, and things will be clear,” he added.

The minister **ted that ** one including the prime minister was above the law, and he will appear before the JIT if needed. “It is the prerogative of masses to elect and reject whoever they want; people gave their verdict in the 2013 elections. They rejected our opponents in the by-elections, in AJK and GB elections, and they will give their verdict in the 2018 elections,” he added.

Minister for Law and Justice Zahid Hamid rejected the **tion that the government had any influence on the JIT formed by the Supreme Court and its members were reporting to the top court directly.
