During the meeting of the National Assembly's Standing Committee on Parliamentary Affairs, Zafar Iqbal, the ECP Additional Secretary for Training, Research and Evaluation, said that it was crucial to conclude the population census by September this year if constituency boundaries were to be remapped for the general elections next year.
"If the census does **t conclude by September, the upcoming election will **t be held on the basis of newly-demarcated districts," he emphasised. The ECP, in a letter written by the ECP Secretary Babar Yaqub Fateh Muhammad to the National Assembly Secretary that NA Speaker Ayaz Sadiq, might ask the Parliamentary Committee on Electoral Reforms to finalise its recommendations and lay the bill before parliament for making necessary legislation and enact the Election Act as early as possible.
Apprehending the possibility of delayed adoption of the Election Act, 2017, the ECP wrote to the National Assembly for early legislation in the run-up to general election next year. The electoral body emphasised that it was necessary so that the ECP could start and complete its gigantic task in time according to the new law.
It pointed out that general election 2018 was fast approaching and that the ECP had to undertake a number of tasks well before the expiry of the term of assemblies: which include delimitation-redescription of constituencies, revision and updating the electoral rolls, appointment of logistic support to DROs, ROs, AROs, polling staff etc, preparation of lists of polling stations, lists of polling personnel, enlistment of political parties, finalisation of code of conduct for political parties, security/polling personnel, media and allocation of symbols, printing of ballot papers and management of printing presses.
It was recalled in the letter that the Parliamentary Committee on Electoral Reforms in its meeting held on December 20 last year presented the draft Election Act, 2017 and provided copies thereof to all members of parliament, other stakeholders for their feedback within 30 days. The draft was also placed on the website of NA for feedback from general public.
Meanwhile, the ECP took serious **tice of the transfer/sending on leave, the Deputy Commissioner, District Sanghar (Sindh) after issuance of schedule of bye-election PS-81 Sanghar-cum-Mirpurkhas-II.
The Deputy Commissioner was also appointed as District Returning ******r (DRO) for local government bye-elections in the district. The ECP directed government of Sindh to cancel the leave of the Deputy Commissioner and ask him to join his duty, however, government of Sindh did **t comply.
Meanwhile, ECP postponed the bye-election to PS-81 as well as the local government bye-elections in District Sanghar and issued **tice of contempt to the Provincial Secretary (Services), government of Sindh and summoned him on April 7, 2017 to appear before the Election Commission to clarify as to why the directions of the commission were violated.
