Delay in holding population census

Rejects govt’s time-frame; says census should be held on
war-footing as ** system of govt can run without it;
terms census must for prosperity, future of country

ISLAMABAD: The Supreme Court on Tuesday observed that some people did **t want elimination of poverty in the country.

It further remarked that a population census was necessary for the prosperity and future of the country, hence it is the responsibility of the executive to ensure holding of the census and protection of fundamental rights of the people.

A three-member bench of the apex court, headed by Justice Mian Saqib Nisar, resumed hearing in the suo moto case on delays in holding the population census in the country.

During the hearing, Director General (DG) Statistical Division Asif Bajwa adopted the stance that his department had started preparation for holding the census and in this connection initiation of different steps would be carried out in the next three months.

Rejecting this time-frame, Justice Saqib Nisar remarked that the court should be informed about the exact situation and said that the census should be held on war-footing and without it the system of government could **t be run. He said that some people did **t want an end to poverty in the country and halt prosperity.

Appearing on **tice, Additional Attorney General Rana Waqar submitted before the court that funds were allocated in the financial budget for holding the census. However, the armed forces are **t available for the census due to security concerns.

Justice Mian Saqib Nisar, however, observed that it was the responsibility of the Federation, which includes the executive and the armed forces, to hold the census and if the state would **t perform its duty, then the apex court would have to fill the gap and order for the protection of fundamental rights. He said the court took a suo moto **tice of the delay in holding the census. “We intend to find out the seriousness of the state,” he remarked and directed the chief statistician of Pakistan Statics Bureau to give a presentation to the court regarding the preparedness.

Justice Saqib Nisar recalled that the last census was held in 1998, and the next was due in 2008, but it was delayed for one or the other reasons. He said if the security situation would **t improve, then there will be ** census and there will be ** latest figures of the population and others.

Justice Khilji Arif Hussain, a**ther member of the bench, said it seemed that the exercise for holding the population census would **t be initiated even next year.The additional attorney general, however, informed the court that the last meeting of the Council of Common Interest (CCI) was held in July this year, wherein it had been decided that the census would be held in March/April 2017.

Justice Saqib Nisar said that in developing countries, future planning was made through population census. He said that holding of the census will enable the government to ascertain as to how many hospitals and schools were further needed and it will also ascertain as to how many children were out of schools.

The law ******r said that the government was making all out efforts to hold the census, adding the main issue is of credibility, adding that as the last census was held in 2011 without the support of the armed forces, hence the provinces did **t accept its results.

He further told the court that forms were printed and due to the apex court’s observation, they had included one column for the dispensation of justice in the form.Meanwhile, according the Federation’s statement, approximately 167,000 military personnel would be required for the deployment at man-to-man level apart from command structure and security arrangements.

It stated that the Statistics Division/Pakistan Bureau of Statistics is in touch with the defence authorities for the availability of army personnel.Meanwhile, the court adjourned the hearing until October 18.
