Blaming civic bodies for the poor sanitation conditions of Delhi, Public Works Department (PWD) Minister Satyendar Jain said on Monday that the BJP-run municipal corporations have "miserably failed" Prime Minister Narendra Modi's Swachh Bharat Abhiyan.
