Treasury, opposition benches oppose giving more powers to cops
PESHAWAR: The treasury and opposition benches in the Khyber Pakhtunkhwa Assembly on Friday complained about the misuse of authority by the police and opposed giving more powers to the cops.
Through a privilege motion, **or Salim Khan of the Jamiat Ulema-e-Islam-Fazl (JUI-F) hailing from Lakki Marwat said a station house ******r (SHO) in his area misbehaved with him when he called him about the complaint of a contractor against an extortionist.
He said SHO Wahid Mir misbehaved with him and challenged him to approach the inspector general of police (IGP) and even the President of Pakistan to register the complaint. He said the police official later sent him threatening text messages.
He alleged the SHO was hand in glove with the extortionist. He said the SHO in question, the Police Department and his rivals would be responsible if he was harmed.On a point of order, Special Assistant to Chief Minister Shah Muhammad Wazir also complained about the behaviour of an SHO in his area.
He said a brick kiln labourer was insulted by two cops for smoking in their presence.“Though the poor man apologised, the cops raided his house, took him to the police station and insulted his family members,” Shah Muhammad alleged. “When I went to the police station, SHO Tariq Mahmood misbehaved with me,” he added.
He said the SHO regularly takes lunch and dinner at the hujras of local political leaders and at the same time harassed the poor people. He said the SHO should be suspended and an inquiry initiated against him.
Javed Naseem, a dissident lawmaker of the ruling Pakistan Tehreek-e-Insaf (PTI) also complained about police highhandedness and said his son was put behind bar without any charge and the police high-ups didn’t answer his call when he tried to register a complaint.
Jamaat-e-Islami (JI) MPA Aizazul Mulk Afkari from Lower Dir said the police force had gone out of control and police reforms were just eyewash.He said ‘thana’ culture was intact and touts were sitting in police stations collecting booty for the senior cops.
He said elected public representatives had ** respect in the eyes of the police. He added the IGP visited his constituency in Lower Dir the other day and 500 policemen were deployed for his security, but ** public representative was invited to attend the event.
Mahmood Khan Bhittani of JUI-F, Syed Jaffar Shah of Awami National Party (ANP) and Sardar Aurangzeb Nalotha of Pakistan Muslim League-Nawaz (PML-N) lashed out at the police and said the police force had become uncontrollable.
They said insulting the legislators was unbearable and police force should be made answerable to the public and their representatives. They opposed giving more powers to the police.Senior Minister for Local Government and Rural Development Inayatullah tried to defend the police, saying the force had its own mechanism of reward and punishment.
However, Minister for Public Health Engineering Shah Farman didn’t oppose referring the matter to the privilege committee and said civil servants including the police were answerable to the members of the House.
Speaker Asad Qaiser referred the matter to the concerned committee.The Speaker also referred to the concerned committee the questions of Najma Shaheen and **or Salim Khan about the dysfunctional tube-wells in Kohat and Lakki Marwat districts.
The members had sought details of functional and dysfunctional tube-wells in their areas and the department had provided a list but they were **t satisfied with the answer.Replying to the question, Shah Farman asked his department to provide detailed list of functional and dysfunctional tube-wells by Friday.
Deputy Speaker Dr Mehr Taj Roghani, who presided over the session, wanted to continue the proceeding as per agenda when Nighat Orakzai of PPP pointed out lack of quorum.The Deputy Speaker adjourned the session for 20 minutes, but she had to adjourn it till Monday because Nighat Orakzai again pointed out the lack of quorum as only eight members were present in the House after the break.
