ISLAMABAD: Khyber Pakhtunkhwa (KP) Chief Secretary Amjad Ali Khan has become a casualty of his inability to balance the recommendations and demands of Bani Gala Islamabad and the Chief Minister’s House Peshawar, writes Tariq Butt.

However, a spokesman of the KP administration, when contacted by The News for comments, said the chief secretary has been repatriated to the federal government due to complaints of the provincial ministers.

The Press Secretary to Chief Minister Pervez Khattak, Bahramand Jan, said that the KP cabinet members wanted the chief secretary to be replaced because of his “go-slow policy” about the files sent to him. He denied any differences between Bani Gala and the Chief Minister’s House that culminated in the transfer of Amjad Ali Khan.

He said the cabinet members projected the view that the chief secretary was a hurdle in the acceptance of their recommendations relating to their constituencies. However, other informed officials offered a different version and told The News that Amjad Ali Khan was a casualty of the PTI infighting. “The KP government is a tale of two governments, two groups, two policies and two opposing strategies. Bureaucracy is caught in this tussle between Bani Gala and Pervez Khattak,” one of them said.

He said that this is the second KP chief secretary who fell out with the provincial government. “Crux of the matter is that the KP government has **t been able to develop anything substantial on ground and it is **w finding scapegoats and as usual, the bureaucracy is the easy target.”

The official said that the root-cause of problem is below-the-radar conflict between PTI Chairman Imran Khan and Khattak, who has put together a group of his own, safeguarding that even if party chief wants to show him the door, he can’t.

According to the official, the way Khattak brought back Aftab Sherpao and has a group of his own, has made it clear that he is pursuing a policy, keeping an eye on next elections. “Khattak is focusing on constituencies of his key MPAs and Sherpao.”

However, the source said, Imran Khan wants that like Punjab, the KP government should deliver big bang projects, which he can use for his future national politics but Khattak wants to focus on future election in the provincial constituencies.

The official said that being realistic Khattak k**ws that he can't compete with Punjab. Just before 2016-2017 budget, the bureaucracy led by the chief secretary was impelled to make two draft budgets and two draft Annual Development Programmes (ADPs), one on the directions of Bani Gala and second acceding to the chief minister’s wishes.

The source said the chief secretary had told the PTI leadership that whatever it wants, it should come from the chief minister as he is legally responsible and accountable to Khattak and **t the Bani Gala group.

The official said that Khattak, in meetings with Imran Khan, keeps quiet but later follows a strategic go-slow and foot-dragging on directions of Bani Gala, giving ** space to the central party leadership.

He pointed out that the project on Peshawar metro and Mandan swat expressway were included in the ADP for 2016-2017 to please Bani Gala. While the groundbreaking of the expressway was done recently, there has been ** progress on the metro.

Soon after passage of the last budget and ADP in the KP assembly, the PTI core committee met at Bani Gala and decided to scarp all constituency-based allocation of funds approved by the KP government.

The source said this was also **t to the chief minister’s liking because Khattak’s strategy was to allot funds to his MPAs as well as the Sherpao group so that they were well positioned for the next general elections.
