ISLAMABAD: Pakistan People’s Party (PPP) in the Senate Thursday strongly urged the prime minister to demand resignation from Interior Minister Chaudhry Nisar Ali Khan for his failure to preempt major terrorist attacks in Pakistan despite having been informed weeks and months before their happening.
Immediately after the question hour, PPP’s newly-appointed parliamentary leader Senator Taj Haider rose on a matter of public importance to pour scorn on the interior minister, who informed the House a day earlier that the provinces were intimated in advance about possible terrorist attacks on Army Public School in Peshawar, Karachi Airport, Bacha Khan University, Mardan and Quetta attacks.
Muttahida Qaumi Movement (MQM) also wanted fixing of responsibility and punishment to those who failed to prevent the string of terrorist attacks despite having been given intelligence reports on this count.
Referring to his speech, Taj Haider contended that the interior minister had ** right to continue after accepting the failure of the government to foil the terror attacks despite intelligence reports delivered to it months before the incidents took place.
He asserted that even **rmal security measures would have saved hundreds of precious lives lost in these terrorist hits and the arrests made to smash the terror networks.
Haider said, “I don’t say, all this inaction was done consciously but those, who are at fault in the Ministry of Interior and impede timely steps to avert terrorist assaults. It is a serious national security issue”.
“The interior minister went to the extent in saying that the ministry had even identified the gate through which the terrorists would storm Karachi Airport, but even then the law-enforcement agencies failed to prevent the attack, so whose failure is this,” he questioned.
Haider contended if the provincial governments failed to fulfill their responsibility why the federal government was reluctant to pull them up, adding this was sheer negligence and incompetence on part of the interior ministry.
“Just blaming the provinces is **t e**ugh, why don’t you pull them up, if there is a big security lapse, and preventive measure is **t taken despite all intelligence reports about all the terror attacks 2-3 months before the incidents,” he added.
He continued that the intelligence agencies were doing commendable job, and action even at a low level could have been e**ugh to avoid these terror incidents that claimed hundreds of lives, adding, “If **thing has been done to prevent the attacks even unintentionally, it is criminal negligence.”
The PPP senator from Karachi criticised the interior minister for his inability to visit Balochistan despite passage of a month after the Quetta bomb blast, which, according to him, was e**ugh for the prime minister to seek resignation from him, as he did **t seem serious about his job as minister of interior.
He was skeptical that some elements within the Interior Ministry must **t be interested to prevent the terrorist attacks despite having intelligence reports in advance, adding the ‘need of the hour was that those elements must be exposed’.
Haider also urged the acting President Mian Raza Rabbani to take **tice of the interior minister’s statements and direct the federal government to fix the responsibility in which he accepted having intelligence reports in advance about all the major terrors attacks, but failed to fix responsibility on those who failed to prevent the attacks.
“We want the prime minister to identify the elements who intentionally don’t take action against the terrorists despite all the intelligence information made available to them,” he maintained.
After his short hard-hitting speech, Col (R) Syed Tahir Hussain Mashhadi of MQM was on his feet to second Haider, saying the government must fix responsibility against those who failed to take action to foil the terror attacks despite intelligence reports.
He said when intelligence agencies had given reports about the attacks months before, why necessary measures were **t taken and **ne was held responsible for this lapse. Later, in response to a calling attention **tice moved by Mashhadi about drug price spiral, State Minister for National Health Services, Regulation and Coordination Saira Afzal Tarar said that there was ** shortage of any kind of medicine in the country.
She said the prices had been increased due to improved quality of the medicines and according to the Consumer Price Index, while stay order obtained by some pharmaceutical companies had led to 200 percent increase in drug prices.
The minister **ted that the Drug Registration Board had registered 70,000 medicines, of which 40,000-50,000 were available in the market, adding the government, for the first time, had given drug pricing policy, which would help in regulating the prices after the stay order was vacated.
Speaking on a point of public importance, Senator Taj Haider accused the federal government of opposing the land reforms and claimed that the Sindh government was **t against the land reforms as it had submitted its comments to the Supreme Court within seven days.
He said that the federal government was yet to submit its comments before the apex court despite passage of three years, as it wanted to bring the issue to the Council of Common Interest (CCI), which showed that it was **t serious about the land reforms.
Minister for law and Justice Zahid Hamid laid a copy of the money bill, the Tax Laws (Amendment) Bill, 2016, in the House. He also laid in the House a report on 1st biannual monitoring on implementation of National Finance Commission (NFC) Award.
