ISLAMABAD: Even as fresh orders come from New Delhi that the Indian Border Security Force (BSF), which have returned to Kashmir Valley after 12 years, is to be provided with 50,000 rounds of Pelargonic Acid Vanillyl Amide (PAVA), a chilli based ammunition to control stone throwing mobs, Sunday saw the police force fire teargas and shotgun pellets which saw 100 more Kashmiris injured.
Indian journalists report that more than 684 Kashmiri victims have sustained pellet injuries, mainly hit in the eyes, since early July with more than 40 civilians having lost eyesight due to these pellets.
The Central Reserved Police Force (CRPF), according to Indian journalists, fired a massive 1.3 million pellets in only 32 days in the Valley to control violent protests. **w with over 50 days of total curfew, Greater Kashmir reported that “Instead of going to hospitals for proper treatment, Kashmiris, who fear that they will be implicated in stone pelting cases, have gone to ironsmiths to get pellets ******* from their bodies, where blacksmiths use hot needles to remove these pellets.”
A group of injured youth explained that they had resorted to ironsmiths and pharmacists to avoid coming to the attention of the police, which could later lead to harassment by the authorities. "Our lives will become hell. Our parents and neighbours will have to bear the brunt if our identity is revealed to police," an injured person said.
The continued perseverance and determination of these Kashmiri youth is astounding who still resort to throwing ‘rocks’, and have as yet taken up the gun to save their lives. The US, Russia, China , Japan and the EU will **w continue to look away, as in the past, blinded by eco**mic greed as the Modi government finds new ways to torture and maim these Kashmiri youth. One is sickened by the duplicity of the world capitals when they have been informed by their embassies in New Delhi that, “PAVA shells', a chilli-based ammunition, immobilises the target (Kashmiri protestors) temporarily.”
PAVA is an organic compound found characteristically in natural chilli pepper. On the Scoville scale (the degree to measure the power of chilli), PAVA is categorised as "above peak" meaning it will severely irritate and paralyse humans, but temporarily.
Kashmiris will continue to suffer by torture, maiming or death till these western world capitals wake up and work the phones to enlighten Modi that ‘e**ugh is e**ugh’, and the time of medieval methods of torture is ** longer acceptable.

It shows a group of Indian security forces walking in an empty street with **t a person in sight. Frustrated, they pick up bricks and stones littered in the street and start to smash all ******* in sight. It has spread far and wide, to villages and towns across the Valley and also the Muslim-majority Chenab valley of Jammu. It intensified after the 2008 agitation over transfer of forest land to the Amarnath shrine board and later during the 2010 agitation. Since then, stone-pelting has remained a weekly affair, taking place on Fridays. This summer, it has become a daily affair.
Outlook met four stone-pelters in the middle of a stringent curfew in restive downtown, where the walls are painted: ‘Go India, go back’, ‘Indian dogs go back’, and ‘Pakistan Zindabad’.
They shared a common thread of experience: all have been witness to, or have experienced first-hand beatings, torture, harassment and humiliation at the hands of the security forces. Throwing stones, the boys admitted, is a kind of cathartic release for them. “We’re making a political statement by throwing stones. India is an aggressor; it is unwelcome here.”
“I ** longer fear arrest and death. Even my family understands **w. Earlier, they would stop me from protesting. ** more.” **ne of them mentioned Islam or ‘Islamisation of Kashmir’ even once.
One youth said, “When I take part in stone pelting, I am conscious of the fact that I may die. But I ** longer fear arrest and death. Even family understands this **w. Earlier, they would stop me from joining protests. ** more. Life seems meaningless and empty when you see death up-close. I feel anger building up inside me. It’s when you ** longer apply your mind that you go to the extreme. Except for daily reports by Indian and Kashmiri journalists the world would **t be aware of what is in store in the coming weeks when PAVA ammunition will be used which “once fired, the shells burst and temporarily stun, immobilise and paralyse the target (protestors) in a more effective way than a teargas shell or pepper sprays.”
Even while it does **t admit it, New Delhi realises that “prolonged curfew, communication blackouts and a tightening *****down in IHK have failed to stop some of the largest protests against Indian rule in recent years, triggered by the killing of Hizbul Mujahideen commander Burhan Wani in July”.
Former chief minister Omer Abdullah called attempts being made by New Delhi to reach out to “all stakeholders in Kashmir”, as “continuous failure of the state government and its dilly dallying tactics”.
On the political side as lukewarm attempts are made to bring in an “all party delegation” from New Delhi, simply to seek time, freedom lovers like Syed Ali Geelani, Mirwaiz Umar Farooq and Yasin Malik have rejected chief minister Mehbooba Mufti’s talks offer and asked the all-party delegation to spell its mandate first.
“One fails to understand what hope to attach with a delegation which has neither spelled out its mandate for any engagement on a clear agenda,” said a joint statement issued by the three Kashmiri leaders, which are spearheading the current street uprising.
In fact Mehbooba Mufti was ridiculed even by one of her own, Omer Abdullah who shot out, “Mehbooba Mufti should decide whether she wants to be the chief minister or leader of opposition. In the morning, she says one thing and does a complete about turn by evening. She wants that Hurriyat should be talked to but in the evening she puts them under arrest,” he said.
The Kashmiri leaders agreed with Omer on the uselessness of the delegation from New Delhi when they said, “Everyone k**ws that people have been shouting Azadi (freedom). In politics, India has deployed deceit and double talk. These deceitful methods of crisis management through parliamentary delegations and Track-II only prolong the sufferings of the people and can’t take the place of a genuine transparent agenda-based dialogue to address the core issue of the people’s right to self-determination.”
Former Hurriyat chairman Abdul Ghani Bhat also refused to talk to the Indian delegation. “This is a futile exercise. **thing concrete will happen until or unless India talks to Pakistan on Kashmir. We will **t be able to arrive at any solution if India only talks to Kashmiris or Pakistan talks to Kashmiris. We should try and solve this issue which can otherwise result in hostilities between the two neighbouring nations,” Bhat said.
