ISLAMABAD: It appears that at least for the time being “letter writing”, which turned to be a futile exercise between Foreign Secretary Aizaz Chaudhry and his Indian counterpart S Jainshankar, has come to a stop and there are ** indications that Chaudhry will bother to respond to the last communication sent from New Delhi.
Also New Delhi is **w literally begging Pakistan **t to send its dozens of special envoys to world capitals to sensitise them about India’s continuing atrocities inside Kashmir. India’s minister of state for external affairs MJ Akbar says, “As far as the Kashmir issue is concerned, Pakistan must **t internationalise it; it is a bilateral issue.”
The end of this diplomatic letter writing comes at a time when one of the most experienced minds on Kashmir, who has written one of the most informative books on it, former chief of RAW AS Daulat says he is optimistic that the two sides will soon start talking.
“The uprising is completely indige**us. India-Pakistan relations are always on-off, off-on. My own gut feeling says that there will be talks with Pakistan. I am sure talks with Pakistan will be resumed, maybe we are already talking to Pakistan. I had suggested the other day also that I think the best way…of course the foreign secretaries need to meet because that is the open way, but there is a back channel that has been going on and it’s been a good back channel, an effective back channel, between the NSAs (national security advisers). I think they still talk,” he said.
When The News asked the spokesman at the Foreign ****** about the future of this exchange of letters, he responded, “Pakistan had proposed an exclusive dialogue on Kashmir dispute. We have received a response from the Indian foreign secretary but regret that India is **t serious in resolving the issue of Kashmir.”
He pointed out that India continuously tries to deflect world’s attention from the core current issue of the grave human rights situation in IOK and Kashmir dispute between India and Pakistan.
“Indian claim of it being an internal matter has ** locus standi and a violation of UNSC resolutions on Kashmir, and that is why India is **t ready to even talk about resolving Kashmir,” he added.
Earlier, he had stressed that despite Indian intransigence, Pakistan still considered dialogue as the best option for resolution of disputes. “We, as a responsible country, want to resolve all issues peacefully through a meaningful, sustainable and result-oriented dialogue,” he said.
Indian prime minister Modi finds himself caged in and is **w desperately seeking a way out as he and his aides realise that every card that they had up their sleeves to counter the resistance on the streets of Indian Occupied Kashmir (IOK) has boomeranged right back on their faces.
The fear in Kashmir **w is that it is in this position of desperation that Modi might play a ‘wild card” that would have long-term dangers for the entire region. On Sunday, even the chairman of the Hurriyet Conference, the ailing Syed Ali Shah Geelani turned on chief minister Mehbooba Mufti and said, “We have three-pronged relation with Mehbooba - human, national and religious, but she has utterly failed to uphold any of these.”
Meanwhile, in a rare interview by AS Daulat to The Wire has the Modi government listening to him. “This (Kashmir uprising) was totally indige**us. It started that way and Pakistan will always take advantage,” he said.
“The PDP is losing ground; Mehbooba, I am sorry to say, is almost finished. There is a lot of rift within the PDP. Mehbooba is finding it much more difficult, finding it extremely tough and she is in a hole.” He feels that the most provocative thing from Delhi’s point of view is the Pakistani flag which is coming in (inside IOK).
“**w, these are **t boys who want to go to Pakistan. This comes out of frustration, anger, hopelessness. So, why do we want to make the Kashmiris feel hopeless? And then you find these youngsters saying we want to become suicide bombers,” Daulat analysed the situation clearly.
“When Mehbooba came (to Delhi) last, a couple of weeks back, she suggested to the prime minister - that this may be an opportunity for starting a new wave in Kashmir. And I think the prime minister finally realised that (on August 22), when he met the opposition leaders from Kashmir, because he said we are prepared to talk to everybody. So, that’s where it stands.
This whole thing started with Burhan Wani’s killing. That was the catalyst but there was something under the surface waiting to happen and, as very often happens in Kashmir, everything changed overnight. It can change anytime and it changed with Wani’s killing and it took everybody by surprise. Even the J&K police was taken by surprise,” explained Daulat.
The former head of RAW added that India has been quite content with status quo. “The status quo never helps us because all it requires is a little setback and then Pakistan is all over us. Pakistan has always been ready to fish in the troubled waters of Kashmir. **w, we have provided them an opportunity; so, what is happening is that Lashkar and Jaish are calling the shots. Even in protests organised by villagers or boys, there are Lashkar and Jaish militants leading the way. So, it’s a sad, sorry spectacle and South Kashmir looks particularly bad, at times it looks like it is a liberated zone. Even the army is **t very comfortable going in there,” he added.
He ridiculed the way New Delhi handles issues inside Kashmir. “See, first of all, this label of pro-Pakistan…when things are bad, everyone becomes pro-Pakistan. The Hurriyet is pro-Pakistan. The BJP has a very short memory. The same Hurriyet when it was talking to the government of India was labelled in Kashmir as Advani Hurriyet. **w, you call them as pro-Pakistan, so where is the connect? This comes out of our lack of confidence. We have to talk to Pakistan. We have raised Balochistan **w, fine, talk Balochistan if you want to. But the problem lies in Kashmir, when we have to talk Kashmir with Pakistan,” he said.
