Sindh CM says he doesn’t like elected mayor to be present in jail; speaks in ‘Breakfast with Jang’
KARACHI: Sindh Chief Minister Syed Murad Ali Shah has disclosed that he rejected the proposal sent to him by the Election Commission of Pakistan through the chief secretary to postpone the mayoral elections in the city scheduled for Wednesday following violent incidents in Karachi just two days back (August 22).
“You should appreciate that after all this happened on 22nd, I received my first phone call on the morning of 23rd from the chief secretary of Sindh who was in Islamabad for a meeting.
He informed me that the Election Commission had asked for postponement of (mayoral) election. But I responded that in ** way election could be postponed at this stage as I wanted business as usual,” said the chief minister.
The CM stated this on Thursday while speaking as the guest speaker in the programme “Breakfast with Jang” organised here at a hotel with theme “The new vision of Sindh”. A select group of audience comprising people from various walks of life attended the programme as the CM stated this in reply to a question from one of participants regarding his views on the development of the previous day which saw the MQM's imprisoned candidate becoming the new mayor of Karachi.
The Sindh CM said that going for the option to postpone the mayoral election could have been a much easier one, which he didn’t go for. He said the provincial government he had been heading had already been blamed for **t holding the local government polls.
“In ** other province and probably elsewhere in the world the polls could have taken place in time as happened here after what Karachi had witnessed on August 22,” remarked the CM. The CM said on a personal basis, he didn’t like that the elected mayor of the city should be present in jail. “But everybody has to face the due process of law."
Murad Ali Shah said that criminal and civil cases had been instituted against him when he had become a member of the assembly. He said he had to face a similar situation on becoming a politician.
The chief minister said that he would face the due process of law in court if similar things had taken place against him in the present day. But in ** way political persecution of any person should take place, he said.
He said after the violence and mayhem of August 22 had taken place in Karachi, everybody had become fearful that the city would be completely shutdown the very next day with recurrence of more violent incidents as had happened several times during the past history of the city.
“I have talked to concerned security agencies who assured me that ** incident of snatching vehicles for setting them on fire would take place in the city the next day. I also requested the media that it should play down any isolated incident of violence happening here and there in the city on the night of 22nd and the next day so as **t to spread panic among concerned people”.
The CM said the situation in the city had remained quite **rmal the very next day of violence on August 22 due to efforts of law-enforcement agencies and the support of media. He said that following the attack on the ******s of TV news channels in the city on August 22, his government had devised a plan for comprehensive security of media houses and their personnel and for this purpose he had visited ******s of a number private TV channels in the city and he would continue doing so in near future also.
Regarding the targeted operation continuing in Karachi with special delegation of policing powers to the Sindh Rangers, the CM said the achievement in the real sense would be on the day when police and civil administration would be strengthened and empowered to take leading positions in conducting the operation.
He said that just the other day he had signed a summary for installing modern CCTV cameras for doing electronic surveillance in the city at a cost of Rs10 billion over the next three years. He said that these 10,000 cameras would be installed at 2,000 troubled spots in the city, which had been identified for recurring incidents of street crimes and other lawlessness.
To a question, he said the Police Order 2002 as adopted during the era of a military ruler had been drafted in a manner helpful for the authorities for establishing a “Police-like state” in the country. On the other hand, he said the Police Act of 1861 also required improvements to bring reforms in the working of police to make it effective and people friendly.
He said the Rs10 billion Karachi package had been included in the latest provincial budget for the year 2016-17 as under it 19 development schemes would be built in the city as 17 of these schemes had been duly approved and had to be completed in four to six months after work on them would start in the coming month of September or October.
He said that out of these 19 schemes, one scheme for building an underpass at the Shaheen Complex had been dropped for the time being as a more comprehensive project would be conceived for facilitating the flow of traffic from the II Chundrigar Road till Sharea Faisal.
The CM informed the audience of the programme that the Indus River System Authority had just turned down the proposal of the Sindh government for allocating 1,200 cusecs water quota, from overall river pool of ISRA, required for the phase-II of under-development K-IV bulk water supply scheme for Karachi.
He said that such turning down of the proposal by the IRSA had been quite unfortunate as other concerned stakeholders should realise about the water needs of Karachi being the most important and trade hub of the country.
The CM said that he had given his **d to the provincial authorities concerned to prepare a case for any upcoming meeting of Council of Common Interests for additional water quota required for the phase-II of the K-IV project so that federal and other provincial governments could be convinced about the water requirements of Karachi and more share allocated for the city.
To a question, he said it was highly pleasing for the Pakistan People's Party’s Sindh government that Nawaz Sharif’s federal government had been making progress on the China-Pakistan Eco**mic Corridor project as it was PPP’s leaders and the party’s previous government, which had conceived the idea of designating trade routes and partnerships between China and Pakistan.
He said that Sindh would propose more development schemes to be included in the CPEC project as it entailed energy security for the country, which is vital for progress of the country.
He said that Sindh had massive fossil fuel and alternate sources of energy as the Sindh govt had invested in the energy projects more than any other provincial govt. He said the Sindh govt had 51 per cent shareholding in Thar Coal and power project, which is nearing completion and its total investment in the project comes to around two billion dollars.

He said that he had approved a Rs10 billion plan under which 10,000 close circuit cameras would be installed in the city within three years. He added that apart from it, the cameras already installed in different parts of the city would also be made functional.
Syed Murad Ali Shah said that the police, keeping in view the track record of criminal activities, had identified over 2,000 spots/ areas these 10,000 cameras would be installed. These cameras would be connected with the command and control centre. “The activities would **t only be monitored in the command & control centre but necessary directives would be issued from there,” he said.
The chief minister, replying to a**ther question, said that there was a lack of planning in making development schemes and projects. “But we are trying to enhance the capacity of our planners but the civil society has also to come over to guide and assist the government,” he said.
Replying to a**ther question, he said that he had taken disciplinary actions against some senior ******rs under the allegations of lethargy and inefficiency but just to keep the morale of other senior ******rs “we are **t publicising the actions,”. He added that he had initiated the accountability process of the government ******rs. “I have my own strategy that is to bring everyone [******r] to work but in time, this would help solve most of the problems which develop due to **n-availability of government ******rs/officials in their ******s."
Talking about the Police Order 2001, the chief minister said that it had a lot of flaws and it had turned Sindh into a police state and that’s why it was replaced with the old law. “Yes, I agree with you [audience] that police reforms are badly need for public security, protection and on top of it we need a public-friendly police,” he said.
