ISLAMABAD: The members of the sub-committee of the Public Accounts Committee (PAC) which met here with Sardar Ashiq Gopang MNA in the chair criticised thumb impression system of the National Database and Registration Authority (Nadra).
The members of the PAC sub-committee, while discussing Nadra performance, expressed serious reservations about absence of Nadra chairman from the meeting. The meeting discussed audit paras relating to Nadra and other paras relating to the Cabinet Division for the financial year 2009-2010.
Shaikh Rohail Asghar, who hails from the ruling party, observed that the interior minister has been active to improve Nadra performance but attitude of its officials towards common man was highly regrettable. The meeting decided to issue **tice to Nadra for showing ** importance to meeting of the PAC sub-committee. “ The Nadra chairman should be issued a show cause **tice and should be bound attend meetings where he is invited,” Rohail Asghar said.
Rohail Asghar and female member Shahida Parveen pointed out that the Electronic Thumb Impression system of Nadra was **t reliable. They said that most of the time, the system can**t verify thumb impressions causing inconvenience to people,” he said.
Sardar Ashiq Gopang gave an observation that the performance of Nadra was so bad that the people seeking CNICs have been left at the mercy of agents after raising objections on their documents. “ The interior minister is active and is saying that Nadra is doing well but ground realties are horrible,” he said.Defending his organisation’s position, the Nadra deputy chairman said that digital scanning system for thumb impression was 99.9 percent correct and there was **thing wrong with it.
“ We can also identify 55 million people within a second while 128 million citizens could also be identified from their active photographs,” he said.The Nadra official said that 38,000 doubtful CNICs have also been blocked saying these CNICs were issued with connivance between agents and employees of Nadra.
The meeting also discussed issuance of 88,000 fake arms licences on bogus challans of the National Bank. The committee was told that the bogus practice caused a loss of Rs50 million to the national exchequer.
The committee also disposed of audit paras relating to purchase of 33 VVIPs vehicles by the Cabinet Division. Observing that the vehicles were purchased with approval of the prime minister, the committee directed the Cabinet Division to resolve the issue while sitting with audit officials.
