Ministry admits to overbilling power consumers
ISLAMABAD: The Public Accounts Committee has sought a report on all the appointments made in Grade-One, MP-1 and MP-2 during the tenure of the present government, observing that recruitments are being made without advertisements amounting to fraud of billions of rupees.
In the meeting of the PAC on Thursday, PAC Chairman Syed Khursheed Shah came hard on the government for making appointments in top grades without advertisements and on the judiciary for giving stay orders.
He said, “The judiciary is giving three different decisions on one case and I am **t afraid of contempt **tice as I am talking in parliament.”
He said the scandal of Grand Hyatt Hotel of Islamabad was an eye-opener for everyone. “The courts granted stays to those who committed the frauds and corruption of billions and the people got away with the fraud money,” he said.
He said it was an injustice that laws were only for poor. Talking to newsmen after the PAC meeting, Shah said the land for the Hyatt Hotel was given for 10 percent of the total price which never happened. “We issued directives against this deal but the Lahore High Court has granted a stay order,” he added.
Secretary Ministry of Water and Power Younas Dhaga on Thursday admitted before the PAC that there were differences detected in meter reading and mobile reading, resulting in overbilling in electricity bills.
It was also revealed before the PAC that Rs365 billion was to be recovered from power supply companies and for electricity theft.
The PAC meeting, chaired by Syed Khursheed Shah, reviewed audit paras relating to the Ministry of Water and Power, Ministry of National Health and Fata Division for the year 2013-14. The secretary (water) admitted overbilling and said that majority of complaints originated from Lesco. Junaid Anwaar Chaudhry observed that if common man steals electricity, then he is easily arrested but what about those who do it with the connivance of government employees.
The secretary admitted the connection between electricity theft and power companies’ employees. On the Nandipur Power Project, he told the committee that it was running on furnace oil instead of gas that affected its efficiency and it was expected that by the end of current year, it would be shifted to LNG.
He said the per unit cost through furnace oil was about Rs7 to Rs7.25. “At the moment, it is producing 250MW to 300MW against its full capacity of 425MW,” he said.
