Committee chairman seeks report on ‘billions of rupees bungling
in appointments, contracts without issuing tenders, advertisements
ISLAMABAD: Water and Power Secretary Younas Dhagga Thursday informed the Public Accounts Committee (PAC) that power defaulters owe Rs365 billion to power distribution companies (Discos).
The PAC committee meeting, held under chairmanship of Khursheed Shah, examined the audit paras of the Ministry of Water and Power and National Health Services and Regulations for the fiscal year 2012-13 and 2013-14, respectively.
During the meeting, the secretary said that most number of over-billing complaints were against Lahore Electric Supply Company (LESCO). Complaints against meter images and its genuine reading have also been received, he added.
Committee Member Shafqat Mehmood also raised the issue of over-billing in the meeting.Junaid Anwaar, MNA, and other members alleged that power theft was **t possible without involvement of officials of the departments concerned.The Water and Power secretary admitted that power pilferage was **t possible without involvement of departments’ officials.
The PAC put off the matter of power pilferage and over-billing till the next meeting.Secretary Younas Dhagga told the committee that Nandipur power project would be converted to LPG by the end of year, as oil fuelling was damaging the plant. He said power generation through furnace oil costs around Rs7 per unit.
The plant is producing 300-megawatt electricity, while its total capacity is 425 megawatts.PAC Chairman Khursheed Shah also sought a report on the recruitments made for management positions. He expressed his displeasure and said they could **t keep mum over embezzlement of billions of rupees in the appointments and contracts without issuing tenders and advertisements. He said the scandal of Grand Hyatt Hotel in Islamabad was sufficient to awake everyone.
Discussing the audit paras about Ministry of Health Services and Regulations, the PAC chairman expressed an**yance at winding up of an inquiry regarding National Council of Homeopathy by the Federal Investigation Agency (FIA).The Council of Homeopathy had illegally purchased a building worth Rs50.6 million.Khursheed asked the PAC Secretariat to write to interior ministry on the issue.
