A new iPhone app called Confetti (https://itunes.apple.com/us/app/confetti-snapchat-geofilter/id1136910248?mt=8) aims to simplify the process. While Snapchat does provide instructions (and even a few templates) on how to get started making a custom geofilter, the process still requires professional desktop software and some basic image editing k**wledge. Confetti changes that and streamlines the submission process.
