Ogra terms decision illegal; association to make billions with this trick



ISLAMABAD: The All Pakistan CNG Association (APCNGA) has unilaterally converted sale of gas in litres than what was earlier being sold in kilogrammes in the Sindh province, including Karachi, without taking consent from any competent authority, as it says that the Oil and Gas Regulatory Authority (Ogra) has **thing to do with gas prices determination or converting its sale in litres or kilos as its 2009 ordinance had already expired.

The CNG association has formally taken the decision of converting the CNG sale from kilogrammes to litres and from Saturday (today) its sale will start in litres while on the other hand, Ogra has expressed serious concern over the association’s unilateral decision and termed it totally illegal, a senior official told The News on Friday.

It is worth mentioning that the Sindh CNG association representatives had met some few days back with the Federal Petroleum and Natural Resources Minister Shahid Khaqan Abbasi on taking the decision.

Interestingly, though the minister has **t given them the approval in black and white, however he gave it go ahead after bypassing the Oil and Gas regulatory Authority, a senior official of the ministry told The News.

When the News contacted Ghiyas Abdullah Paracha, the senior central leader and an ex-Chairman of the APCNGA, he said,“To some extent, the objection of the OGRA is correct, but since its ordinance has already expired, so we can take such a decision.”

He said that there is 1.4 litres of gas in a kilogramme gas. As the current price of gas is 66.56/kg in Sindh, after converting it into litres, the price will be around Rs48/litre. The APCNGA says that the CNG retail price in the Punjab is already de-regulated and is being determined by the competitive marketing dynamics and being sold in litres.

The Ogra Ordinance 2009 allows this, a news statement of the association said. The Ogra ordinance has already expired and is **t in force any more, and Ogra has seized its function of the CNG price regulation for the last four years, it claimed.

It says that the Federal Law Ministry has precluded Ogra’s role in the determination of the CNG retail price. Consequently, Ogra has also seized its function of the CNG price regulation since the last four years.

Despite this fact, APCNGA has been approaching Ogra repeatedly to review the CNG retail price owing to substantial incremental changes in the value of factors that make the basis for determination of the CNG retail price.

The apathy exhibited by Ogra in the last four years has inflicted colossal financial loss on the CNG sector as a whole. Having learned that Ogra had ** legal powers to **tify the CNG retail price and did **t accede to the repeated appeals of the CNG sector, the situation has compelled the market to determine its competitive price for CNG, it has been claimed.
