Senate body sought reversal of postings, fresh summary excluding incumbents



PESHAWAR: The posting of the political agents (PAs) of the tribal agencies of Kurram, Mohmand, Bajaur and Khyber carried out in February took a**ther turn on Friday after the provincial government withdrew the **tification of the ex-post facto approval of the posting of the ******rs.

Earlier, according to the ** SO (E-I) E&AD/1-1-2016 dated 2-8-2016, Gover**r Iqbal Zafar Jhagra had given ex-post approval of the posting of the four PAs.This ex-post facto approval by the gover**r came amid a controversy over the posting of these ******rs that an**yed many of their colleagues in bureaucracy for being reportedly junior who were given preference over their seniors in the posting.

The fact of the matter is that the gover**r gave this “back-dated” approval on August 2 to validate the posting of the PAs of Kurram, Mohmand, Bajaur and Khyber that was approved on February 9.

The ******rs posted as PAs includes, Ikramullah, (PAS BS-19), Kurram Agency, Mahmood Aslam, (PAS BS-19), Mohmand Agency, Muhammad Abdul Aamir Khattak (PAS BS-18), Bajaur Agency, and Capt (R) Khalid Mehmood (PAS BS-18), Khyber Agency.

The Provincial Civil Service (PCS) and Provincial Management Service (PMS) cadre opposed the posting of the four on the ground that at least of these ******rs were junior for the posts and their postings were carried out without the approval of the gover**r. Thus these posting had ** validity and should be withdrawn, they had told media.

The matter was also raised at the Senate by Senator Muhammad Usman Kakar and on 10th of May which was referred to the 13-member Standing Committee of the Upper House on the States and Frontier Regions (SAFRON), headed by Senator Hilal-ur-Rehman.

The committee unanimously adopted its report on 17th of June and decided to put it before the house for approval. The Upper House of the Parliament adopted the report on July 18 and the Senate secretariat **tified it on July 21, the copy of the report suggests.

It recommends that since it has been amply demonstrated that posting order of February 9 was **t issued with the approval of the competent authority (which the gover**r in this case is), therefore, it should be withdrawn forthwith.

It also recommended that as per rules and past practice as fresh summary for the transfers and posting of the PAs should be initiated by the FataSecretariat and the incumbent PAs should **t be included in the same.

The Senate body also sought that strict criteria should be laid down for the posting of the PA, which among other factors, should take into consideration the seniority of the ******r.However, a purported **tification of the gover**r was issued on August 2, whereby ex-post facto approval was given to the posting of the four PAs.

According to the sources, it perturbed both the gover**r and members of the committee alike, who forced the chief secretary to withdraw the **tification of August 2.The sources also said that at least two of the ******rs, who are juniors among the four and posted against the positions of the PAs in their own pay and scale, would shortly be transferred.
