PESHAWAR: The Khyber Pakhtunkhwa Assembly on Friday passed the Prevention of Conflict of Interest Bill, 2016 besides adopting the Khyber Pakhtunkhwa Universities (Amendment) Bill and Galiyat Development Authority Bill, 2016.

The assembly presided over by Speaker Asad Qaiser unanimously passed the much-awaited Prevention of Conflict of Interest Bill, which was first introduced in the House on **vember 19, 2014, but referred to the select committee for consideration and finalisation.

The committee report was placed on agenda for passage, but it was again referred to the select committee along with amendments of Mehmood Ahmad Khan MPA of Jamiat Ulema-e-Islam-Fazl (JUI-F) with the direction to the law minister to remove the reservations of the opposition.

Law Minister Imtiaz Shahid Qureshi presented the bill on behalf of the chief minister, who is also chairman of the select committee. The bill is aimed at preventing and minimising the possibility of conflicts arising between the private interests and public duties of public ******-holders and provide for the resolution of any such conflicts.

The select committee held meetings on July 11, 14 and August 4, 2016 and finalised the bill, which was passed unanimously on Friday. Following passing the bill,Chief Minister Pervez Khattak thanked the House for adopting the law unanimously. He said it was a unique legislation having ** match in the country.

Pervez Khattak said in the initial stage provincial chief executive, gover**r, speaker, cabinet members and senior bureaucrats have been made part of the bill, who would **t be able to use their position for any kind of business or doing a business in conflict with their authority.

He said that since public ******-holders were in thousands in number and couldn’t be mentioned in the bill, but with the passage of time amendments would be made whenever needed.The House also unanimously passed the KP Universities (amendment) Bill, 2016 and the Galiyat Development Authority Bill, 2016 with amendments introduced by the members.

Earlier on a call attention **tice Rashad Khan, an MPA from Shangla, sought the attention of health minister towards a mysterious disease in his district. He said six children of a family in Laplonay area in Shangla died of a mysterious disease during the last six months and two more children died during the last five days, but doctors have failed to diag**se it.

The blood samples of affectees were sent to Aga Khan Laboratory and result was awaited, he added. He said the disease had panicked the residents. However, Health Minister Shahram Tarakai assured him that the department was alert and proper action would be taken to diag**se the disease.

Through a**ther call attention **tice, Jamaat-e-Islami MPA from Upper Dir, Muhammad Ali diverted the health minister attention towards bad condition of Rural Health Centre in Sheringal.

He said the RHC was established eight years ago and equipment worth Rs45 million was provided to it, but there was ** staff to provide health services to the patients. The ambulance had ** driver and half of the building was occupied by assistant commissioner while the residential block was locked.

He called for posting of doctors and other health staff for providing treatment facilities to the local people, who were compelled to travel to Timergara or other areas for treatment. The health minister also assured him of looking into the matter.

Qurban Ali Khan of Pakistan Tehreek-e-Insaf (PTI) on a point of order called for debate on the issue of the Afghan refugees. Speaker Asad Qaiser assured that a debate on the issue would be held as it was an important matter and needed to be discussed. He adjourned the session till 3pm on Monday.
