Islamabad: The construction work of two new hostels in sector G-6/2 and G-7/3 for working women of federal capital would be started during this fiscal year after allocation of funds.
Ministry of Human Rights (MoHR) Secretary Nadeem Asharf told this agency that the ministry has demanded funds for the project but due to some technical reasons the amount was **t earmarked in Public Sector Development Programme (PSDP) 2016 17. But, he added they would forward the summary of the projects and hopefully would be able to get funds for starting this project during the current fiscal year. He further informed that the PC 1 of the project needed to be revised as the previous PC 1 was drafted in 2013 but **w the construction cost has increased so it needed to be revised according to current market rates.
The land for the hostels was allocated around ten years ago and an amount of Rs10 million had been reserved for construction in Public Sector Development Programme (PSDP) 2014 15 but ** work was done, official sources told this agency.
** funds were allocated during the fiscal year 2015 16 followed by the current fiscal year ig**ring the longstanding demand of women employed in different government, semi-government and private organisations, besides students facing severe accommodation problems, they further said.
The issue was raised in the first meeting of National Assembly Standing Committee on Human Rights held on March 14 this year, in which the ministry officials apprised the body that ** budget was allocated for the scheme in fiscal year 2015 2016. They added that there was some confusion in placing this scheme either in the Ministry of Housing Capital Administration and Development Division or in Ministry of Human Rights.
There is **w consensus that the scheme will be managed by MoHR so the next year budget proposes Rs100 million for the construction of working women hostels, said Ministry officials in the NA standing committee.
The ministry planed to propose allocation of Rs 255 million for five new schemes for the fiscal year 2016 2017. The new schemes included establishment of National Institute of Human Rights, Human Rights Management Information System and two Psycho Social Support and Protection Centres in addition to construction of National Child Protection Complex in Islamabad.
But unfortunately only Rs170 million was allocated for two projects of Ministry of Human Rights including Rs150 million for a new project of establishment of National Institute of Human Rights and Rs20 million for the ongoing project of Helpline for Legal Advice on Human Rights, Islamabad, started last year.
