Minister rules out malafide or kickbacks in project



ISLAMABAD: A state owned entity has alleged that Peshawar Development Authority (PDA) under control of PTI-led government in KP was backtracking from awarding contract of pedestrian bridges for Peshawar worth millions of rupees only because of alleged involvement of kickbacks but ** one bothers to listen from the provincial government.

Official documents with The News reveal that Heavy Mechanical Complex (HMC) which was recently handed over to Strategic Plan Division (SPD) with approval of the ECC, had submitted its technical and commercial proposal with drawings of 13 pedestrian bridges to PDA on **vember 25, 2015 for 10 bridges and on January 15, 2016 for a**ther 3 bridges.

Based on HMC proposal, PC-1 of steel bridges was approved and PDA vide letter dated 20-1-2016 informed HMC that “summary of subject for provision and installation of bridges has been approved by Chief Minister KP and therefore work may be taken in hand at the earliest after completion of all codal formalities”.

In one of the letter, HMC claimed that it came into their k**wledge that the case of pedestrian bridges was approved in favour of HMC being the only manufacturer in government sector but unfortunately some other organizations which are **t manufacturers are being asked for quotation for the job which is entirely “unfair and unjustified”.

On the basis of PDA letter, HMC immediately completed drawings and engineering work of pedestrian bridges and started procurement activities of raw material to complete the project well on time.

Some senior officials of HMC also met DG and other concerned officials at PDA who were given assurance that contract would be awarded to them. They were also provided draft Memorandum of Understanding (MoU) for signing from both sides.

The rates quoted by HMC were conveyed to other parties to give them an opportunity to bring down rates to be competitive. However both the competitor companies had ** facility for designing and fabricating of the bridges hence they were **t qualified for this project.

It was also pointed out that these two companies were awarded projects worth billions of rupees related to Peshawar development but their offers were **t sent to any third party by PDA for price comparison or to obtain lower prices as was done in the case of HMC.

KP’s Public Procurement Regulatory Authority (PPRA) rules allowed award of contract to government organisation that are eligible to execute the project of their own and **t through sub contractors. In case of HMC, their competitors were **t manufacturer of the steel pedestrian bridges therefore how could the PDA ensure quality if the competitors intended to outsource the entire project.

However, sources said that the National Assembly Standing Committee on Industries led by Chairman Asad Umar belonging to PTI paid visit to HMC before this year budget where this issue was brought into his **tice but **thing concrete came on the surface. Then the HMC management also made efforts to bring this issue in **tice of KP Chief Minister Pervez Khattak but they were told that the issue should be discussed with the PDA. According to the top officials, the PDA officials were allegedly asking for kickbacks for awarding this contract to HMC. But the HMC’s top guns had refused to accept their demands so they started backtracking from awarding this project.

When this correspondent contacted the KP’s Provincial Information Minister Mushtaq Ghani on Wednesday for seeking his comments, he sought one day for giving a detailed reply to the subject.

On Thursday, the provincial minister told The News that the HMC submitted its bid for this project and was asked by the concerned department to submit detailed engineering estimates which they had **t so far submitted with PDA. In the meanwhile, the HMC had leveled allegation of kickbacks so the provincial minister for local bodies summoned all parties where the HMC took back its allegations. The PDA official, he said, were also claiming that they received offers of gifts and kickbacks if this project was awarded to HMC.

KP’s minister said that two other competitor of this project are NLC and FWO and their doors are still open for HMC for submitting its detailed engineering estimates after which the fate of the project will be decided. “The KP govt had done **thing wrong in the case of this project,” he concluded.
