Says Pakistan stands for eco**mic connectivity and development; Pakistan, India sign Memorandum of Obligations to become full members; Putin says accession of two countries to increase organisation’s relevance in region, worldwide; ** obstacles for Iran too

TASHKENT: President Mam**on Hussain on Friday, terming terrorism as the greatest challenge for Pakistan, said becoming a full member of the Shanghai Cooperation Organisation (SCO) would enable the country to have a better and effective platform to fight the menace.

“We believe that the SCO provides the right security overhang under which we can fight this menace,” the president said in his address at the SCO’s 16th Council of Heads of State.

Russian President Vladimir Putin, Indian Prime Minister Narendra Modi, Afghan President Ashraf Ghani, Uzbek President Islam Karimov, Tajik President Emomali Rahmon, Turkmenistan President Gurbanguly Berdymukhamedov, Kazakhstan President Nursultan Nazarbayev and Kyrgyzstan President Almazbeg Atambayev attended the session. The representatives of Iran, Belarus and Mongolia were also present.

Mam**on, who addressed the summit in Urdu, said Pakistan’s aim of curbing extremism and enhancing border security were in line with the objectives of SCO. “Pakistan understands better than any other country that terrorism poses the greatest challenge to our vision of common prosperity.”

“** other country has made greater sacrifices in fighting the forces of terrorism separatism and extremism,” he added.Mam**on said the ongoing comprehensive and all-out law enforcement action Zarb-e-Azb was against all the terrorist groups without discrimination.

He said Pakistan firmly believed that the path to regional peace and stability was in eco**mic connectivity and development and mentioned the country offered significant overland routes and connectivity for trade and energy transactions within the region and beyond.

“In that context, the China Pakistan Eco**mic Corridor (CPEC), implementation of which is **w in full swing, serves as the natural link between the SCO states and the Arabian Sea and South Asia.”

He said the CPEC would bring the SCO a step closer to achieving its vision of regional eco**mic integration and strengthen the endeavours for the promoting peace, security and harmony in the region.

“Today is a significant moment for SCO and Pakistan. As the SCO celebrates its 15th anniversary, we rejoice by signing the Memorandum of Obligations with this prestigious organisation,” he said, terming it a major step towards attaining full membership.

He assured that Pakistan would further strengthen relationship with SCO and make its contribution for regional peace, stability and development as well as support cooperation against terrorism and extremism.

The president said Pakistan fully subscribed to the principles of SCO enshrined in its charter and endorsed its aims and objectives by adhering to the Shanghai Spirit.

He expressed the confidence that the SCO’s expansion would prove a watershed in the changing geo-political landscape of the Eurasian belt.

He said, “SCO provides a useful forum to Pakistan in promoting peace and stability in South Asia, including Afghanistan,” and termed regional stability as the key to eco**mic progress of nations.

Russian President Putin in his speech said, “We expect that our partners will be able to accede as quickly as possible, by our next meeting in Kazakhstan” next year, the Kremlin website said.

Putin added it was time to “work closely” on ensuring India and Pakistan were integrated into the organisation’s cooperation mechanisms, which include regular meetings between member states’ foreign ministers and heads of government.

Modi thanked Putin for his “constructive role” in his country’s bid to join SCO, after Putin had said India’s accession would allow for closer cooperation between Moscow and New Delhi, the website said.

Putin told Chinese state news agency Xinhua ahead of the summit that the accession of India and Pakistan would increase the organisation’s “relevance, both in the region and worldwide”.

Uzbek president Islam Karim told local media Friday that the accession negotiations for Pakistan and India had been “difficult” but that organisation members had managed to reach a compromise.

Putin also said at the Friday summit that there were “** obstacles” left for Iran – currently an SCO observer – to join the organisation after sanctions connected to Tehran’s nuclear programme had been lifted.

Turkey had also expressed a desire to join the SCO before its relations with Moscow soured over Ankara’s downing of a Russian fighter jet used in Moscow’s military operations in Syria last year.

Earlier, Pakistan signed the Memorandum of Obligations to become a full member of SCO. Mam**on represented Pakistan at the signing ceremony while Adviser to the Prime Minister on Foreign Affairs Sartaj Aziz inked the Memorandum of Obligations.

With signing of the document, Pakistan has completed a major step towards the full membership since it has been part of the organisation as observer since 2005. At the summit India also signed the Memorandum along with Pakistan which is part of the SCO’s major step of its expansion.

The signing has commenced the process of inclusion of Pakistan and India as member states.Later in the day, Mam**on left for home after concluding his three-day visit to Uzbekistan.
