Since the supposed surprise concert of Kanye West in Manhattan was canceled due to the chaos the 4,000 fans caused in the areas, residents in the neighborhood are looking into hold West accountable for the damages in the area but according to the New York police, West can**t be charged despite the irresponsible tweet.
