ISLAMABAD: Minister for State for Water and Power Abid Sher Ali had to apologise to the House for using words of tractor trolley on the floor of the National Assembly on Tuesday after the opposition leader threatened the government that he would **t let it pass the finance bill (budget).
A tense situation was created in the House when Abid Sher Ali, while winding up the debate on demands for grants for his ministry, passed a taunting remark. “We have to transport transformers in tractor trolley for installation and as such there is demand of tractor trolley,“ he said.
He said along with tractor, the government would also reduce tax on trolley.As the Minister of State for Water and Power rose in his seat to wind up debate, one of the opposition members questioned as to where the minister Khawaja Asif had gone. "He has gone to bring tractor trolley," Abid Sher Ali said.
On that some protesting voices were heard from opposition benches. The opposition leader Syed Khurshid Shah immediately intervened the matter, saying remarks should **t be passed which creates problems for the government in passage of the federal budget. "Do **t you k**w for whom and why he is using such words," he said.
Federal Minister Abdul Qadar Baloch also felt that the Abid Sher Ali had used unparliamentary words and he should apologise. Abid Sher Ali apologised to the House for his remarks and the chair expunged his words.
Minister of State for Interior and Narcotics Muhammad Balighur Rehman has said there was marked improvement in security environment due to measures initiated by the present government.
Speaking on cut motion relating to Ministry of Interior, he said a counter-terrorism force was being raised to effectively tackle the menace. “In Islamabad, 500 personnel are getting training while a unit of a**ther 500 was being raised. In Punjab, 4000 out of 5000 strong force has been raised; in KP and Balochistan entire force has been raised while progress in Sindh was slow,” he said
The Minister of State said 100% Madaris in Islamabad and Punjab have been registered; 80% in Sindh; 75% in KP and 60% in Balochistan. He said Islamabad Safe City project has been completed and Police has been able to prevent many incidents of crime due to data and monitoring through the project. In their speeches on cut motions, the members criticised the performance of the Ministry of Interior and Narcotics and its allied departments including Nadra. They said under National Action Plan, criminal justice system should have been reformed but ** work had been carried out in this regard.
Those who took part in the discussion included Imran Zafar Leghari, Lal Chand, Khalid Maqbool Siddiqui, Dr Shazia Sobia and Jamshed Dasti. Responding to a point of order, Minister for Planning and Development Ahsan Iqbal rejected the propaganda that Sindh was being ig**red in developmental programmes of the federal government.
He said out of 35 billion dollar worth of energy projects under China-Pakistan Eco**mic Corridor, the biggest chunk of 11 billion dollar was meant for Sindh. He said the federal government had released 2.2 billion rupees to Sindh for Karachi water scheme but the amount remains unutilised. Despite this, the federal government has allocated a**ther one billion rupees in the next year's budget for the scheme and given assurance to the province to match the amount to be spent by the province.
He said the federal government had **t provided any assistance for construction of metros in any province but the prime minister had provided 16 billion rupees for metro project in Karachi.
Finance Minister Ishaq Dar told the House that taxes collected under divisible pool are distributed among provinces twice a month. The House approved two demands for grants of the Ministry of Water and Power while rejecting 198 cut motions moved by the opposition.
Speaking on cut motion to demands of grants for the Ministry of Water and Power, the opposition members regretted that despite repeated claims the menace of loadshedding was still there.
They were of the view that moves towards construction of water reservoirs was slow and demanded exemption of duties and taxes on solar panels and inverter fridges and ACs.
Those who participated in the debate included Beelum Hasnain, Amjad Ali Khan, Sher Akbar Khan, Nawab Yousaf Talpur, Aamer Dogar, **man Sheikh, Hamidul Haq, Sajid Ahmad, Syed Waseem Hussain, Shazia Mari, Sahabzada Muhammad Yaqoob and Ali Muhammad Khan.
