Rejects budget proposals; says ** measures suggested to arrest increase in debts and unemployment; demands withdrawal of taxes on stationery and dairy products
ISLAMABAD: Rejecting the budget proposals, opposition members in the National Assembly on Tuesday said the way the government was handling the loadshedding issue, it could be safely assumed that the problem would be over only by the time Hussain Nawaz had grandchildren of his own.
The opposition rejected the budget proposals, accusing the government of mentioning false figures regarding the GDP growth rate and suggesting ** measures to arrest the increase in debts and unemployment.
The members who took part in the budget debate on the second day included Dr. Farooq Sattar of the MQM, Asad Umar and Junaid Akbar of the Pakistan Tehreek-e-Insaf (PTI), Sahibzada Tariqullah and Sahibzada Muhammad Yaqoob of the Jamaat-e-Islam (JI), Dr. Azra Fazal of the Pakistan People’s Party, Awais Khan Leghari and Rajab Ali Baloch of the PML-N, Naeema Kishwar Khan of the JUI-F and Sheikh Rashid Ahmad from the Awami Muslim League (AML).
The House continued to face the problem of thin attendance of members as the proceedings had to be suspended due to a lack of quorum. Jamshed Dasti, an independent member, said the required strength of members was **t present in the House.
Initiating the debate, Dr Farooq Sattar termed the budget a traditional one observing that there should be some revolutionary steps in it to address the problems being faced by the poor. He demanded withdrawal of taxes imposed on stationary and dairy products, especially on milk, saying that ** progressive tax was proposed in the budget for taking the country forward.
He said the salary of government employees should be increased by percent while there should also be considerable increase in the retired employees’ pension and minimum wage be fixed at Rs20,000 per month. He said the National Action Plan's ownership should be transferred to the people. He demanded more allocations for development of infrastructure in Karachi and a separate package for the under-developed parts of the country.
Asad Umar of PTI criticized the government for **t bringing financial discipline in the country saying that unemployment and debts had increased during the last three years of the present government. He said investment had also decreased during this period mainly due to eco**mic policies of the government.
He pointed out that the Pakistan Steel Mills had been closed for the last eight months and called for its revival. He said taxes should be reduced on electricity and petroleum products to give relief to the people.
He said the government should launch new housing schemes for its employees to overcome the housing shortage. Asad Umar demanded increase in pension of government employees and raise in monthly wages of workers.
He said the China-Pakistan Eco**mic Corridor was a good project and maximum benefit should be taken from it for the country. He claimed that the eco**mic growth ratio of country was 4.3 per cent during the last financial year.
Sheikh Rashid Ahmad said 4.71 percent GDP growth rate mentioned in the budget documents is **t real one. He pointed out that only 300 megawatt additional electricity had been added to the national grid in the last three years.
He stressed the need for completing the mother and child hospital in Rawalpindi and also called for speeding up the process of probe into Panama Papers issue. Awais Ahmad Khan Leghari of PML-N praised the eco**mic performance of the government. He said revenue collection had increased, fiscal deficit decreased and exchange rate stabilized due to steps taken by the government.
Sahibzada Tariqullah of JI claimed that the budget targets of outgoing fiscal year could **t be achieved. He said the government should introduce a policy in the budget proposals to get rid of foreign loans.
He emphasized the need for conducting census in the country to identify the real challenges and for fair distribution of resources among the provinces. He said there was also need to strengthen the foreign policy. He alleged that the provinces had been ig**red in the Public Sector Development Projects (PSDP) projects.
