MPA wants special committee to address PCS & PMS pen-down strike issue

PESHAWAR: The first day of the Khyber Pakhtunkhwa Assembly session was adjourned a bit early on Tuesday due to lack of quorum when a member from the treasury benches pointed out the thin presence of the lawmakers in the House.

Deputy Speaker Dr Mehr Taj Roghani chaired the session convened by the government to complete its required days of the current parliamentary year.

There was ** important matter on the agenda as most of the lawmakers were away to participate or witness in a cricket match between the MPAs of Khyber Pakhtunkhwa and Punjab in Lahore. However, the chair allowed the legislators to take the floor for discussing important issues through point of orders at a time when three provincial ministers Mohammad Atif Khan, Mushtaq Ahmad Ghani and Qalandar Lodhi were present in the assembly.

Pakistan Muslim League-Nawaz MPA Abdul Sattar Khan through a point of order said that almost all basic health units in the Kohistan district were deserted as the People’s Primary Healthcare Initiative (PPHI) had spent the allocated budget before schedule.

“On the one hand the provincial government is making tall claims about providing basic health facilities to the people but on the other there are ** medicines and medical staff at the health centres in Kohistan, Battagram, Shangla and other adjacent districts,” he claimed. However, he did **t get any response from the government when lack of quorum was pointed out by the Pakistan Tehreek-e-Insaf MPA Fazl Hakeem Khan hailing from Swat.

The Deputy Speaker had ** option, but to adjourn the session to Friday. This angered the opposition benches.

Earlier, Sardar Hussain Babak of Awami National Party said the Provincial Civil Service (PCS) and Provincial Management Service (PMS) ******rs had started pen-down strike in the province due to what he claimed was indifferent approach of the provincial government. He asked the chair to constitute a special committee to resolve the matter.

Provincial Minister for Education Mohammad Atif Khan agreed with the ANP MPA and said that the tussle between bureaucrats and politicians had taken place in every government.

Regarding a**ther issue, Education Minister Atif Khan said the government had released about Rs9 billion to repair the damage caused by floods and earthquake in Chitral district. However, he added that damage caused by floods was colossal and about Rs15 billion was needed to carry out the repairs.

Sardar Aurangzeb Nalotha of the Pakistan Muslim League-Nawaz criticised the government for failing to bring an end to corruption in the Revenue Department. He said he had personally brought into the **tice of some members of the provincial cabinet a patwari for taking bribe from a poor family in his constituency, but ** action was taken to-date against him.

Meanwhile, dozens of ad hoc lecturers from government colleges in the Federally Administered Tribal Areas staged a demonstration in front of the provincial assembly building to seek regularisation of services and protest the government’s indifference to their problems.

They held banners and chanted slogans but neither their demand was discussed in the assembly **r any member from the treasury benches visited them.
