The government is all set to propose around Rs800 billion allocations for Public Sector Development Programme (PSDP) at the federal level in the coming budget. The allocations will include Rs655 billion for development schemes and Rs145 billion for Temporarily Displaced Persons (TDPs) as well as for different PM’s schemes, including loan scheme, health insurance and laptop initiatives.

“[The] Finance Ministry has indicated an allocation of Rs655 billion to the Planning Ministry for next year’s PSDP against an outlay of Rs554 billion for the outgoing financial year,” official sources confirmed to The News here on Monday.

With possible foreign exchange component, proposed at Rs120-130 billion for the next PSDP, different bilateral and multilateral do**rs have given indicative provision of resources to meet developmental requirements of the country.

Out of Rs655 billion for the federally funded development schemes, the government is going to propose over Rs200 billion for executing projects under the China-Pakistan Eco**mic Corridor (CPEC).

The Planning Ministry, the sources said, was collecting details from relevant ministries/divisions and departments to share information about those development schemes which would be accomplished till end June 2016.

According to data, compiled by the Planning Commission, there should be around 40 projects for which they sanctioned whole amount and ideally those projects should be completed till June 2016.

But practically speaking, there are numerous development projects for which the project directors made efforts to prolong the tenure of completion period just in a bid to draw salaries only, so they showed reluctance to utilise money.

The official said that in the aftermath of devolution plan, some special health related initiatives were devolved to provinces but for Islamabad Capital Territory (ICT), the special programmes were still continued with different Project Directors (PDs) and PMUs instead of merging all four into one allegedly just in a bid to accommodate liked ones.

The sources said that there are different auto**mous bodies which got funds from multilateral and bilateral do**rs for executing development schemes for which they got money from domestic avenues as well, so there was need efficient and transparent utilisation of funds of taxpayers’ money.

In the wake of scarce resources where the Finance Ministry restricted the PSDP amount at Rs655 billion, the Planning Ministry will find it difficult to accommodate more new projects, so the ongoing schemes and CPEC requirement will only be met.

A**ther problem with development paradigm is abolishing incomplete development schemes from the list of PSDP during the last couple of years. The government excluded hundreds of schemes after utilising billions of rupees so this process should be transparent that whether these schemes were abolished on merit or just schemes initiated by the previous governments were excluded to adjust their own ones.

In the case of outgoing financial year, the government remained unable to utilise allocated amount in efficient manner to the tune of 80 to 90 percent then it should be considered as success of the government. It requires transparency by sharing full- fledged information instead of sharing half truths with the public.
