Punjab consumers to face low pressure in winter; gas producing provinces main force behind ban’s removal
ISLAMABAD: With increased gas supply in the system after the import of LNG, the government has lifted the moratorium on new gas connections, which was imposed some five years back due to natural gas shortage.
Prime Minister Muhammad Nawaz Sharif on Wednesday approved a summary of the Ministry of Petroleum seeking the lifting of ban on new gas connections, Minister for Petroleum Shahid Khaqan Abbasi told the National Assembly’s Standing Committee on Petroleum and Natural Resources that met here with Chaudhry Bilal Ahmed Virk in the chair.
The minister said gas producing provinces were the main force behind the removal of the ban.It is worth mentioning that the PPP government had imposed a moratorium on new gas connections in 2011 because of gas shortage.
Answering a question, the minister said in KP, Sindh and Balochistan the government’s decision will **t have serious implications but the Punjab consumers will face the low gas pressure issue in next winter. Abbasi directed the MDs of Sui-**rthern Gas Pipelines Limited (SNGPL) and Sui Southern Gas Company Limited (SSGCL) to force their regional general managers (GMs) to ensure better coordination with consumers and resolve their problems at the regional ******s.
He said it had been **ticed that the regional GMs were referring gas consumers to head ******s, which **t only exposes them to an extra financial burden but also loss of precious time.
He also directed the authorities of both the utilities to ensure timely release of funds to the families of deceased company employees.The minister said operating a petrol station in Pakistan without adulteration in different fuels and meter tampering was **t possible.
He said the Inland Freight Equalisation Margin (IFEM) should be deregulated in order to create an environment of competition among all the fuel stations.The committee decided to summon DG Petroleum Concession along with the information required by the committee to its next meeting in exercise of Rule 227 (1) of the Rules of Procedure and Conduct of Business in the National Assembly, 2007.
The committee took this decision in view of the failure of DG (PC) to submit the information required by the committee within the stipulated time.The committee expressed its displeasure at the grant of permission by Ogra to sell LPG to CNG stations that had defaulted on gas bills. The committee decided to summon the chairman Ogra to its next meeting to discuss the issue.
The committee pointed out that gas companies were **t providing connections within five kilometers of areas where it was produced.The minister informed the committee that the SNGPL and SSGCL did **t have sufficient funds to provide gas to those areas and suggested that MNAs from respective constituencies should provide their development funds or the provincial governments should contribute in order to provide gas to those areas.
The committee directed the Ministry of Petroleum and Natural Resources to review its decision of making supplies of POL to dealers during the last week of the month on the basis of their three-week average upliftment.The committee was of the view that the sale of POL in the rural areas was directly linked to the demand during sowing and harvesting seasons, therefore, fixing quota for the rural based dealers would result in drying out of petrol stations/retail outlets causing problems for farmers.
