ISLAMABAD: The National Assembly’s Standing Committee on Law and Justice on Monday rejected with a majority the bill to increase the strength of judges in the Supreme Court (SC) and also banned private practice by those lawyers who are on the government’s payroll.
The NA panel said that the apex court should improve its efficiency as judges were more interested in taking up political cases just to appear in the newspapers headlines. It said that the Supreme Court took suo motto **tice even if a person slipped on a gutter’s cover but other cases remained un**ticed.
The committee’s chairman, Chaudhry Muhammad Naseer Virk, said that there were only nine judges of the UK apex court and only three of the US Supreme Court but the verdicts were given on time.
The committee with majority rejected the bill to increase the strength of the SC judges.The committee rejected the private bill of Suman Sultana Jafferi to increase the SC judges’ strength from 17 to 26 after Minister of State for Law and Justice Barrister Zafar Ullah informed the committee that the Pakistan Bar Council and lawyers bodies were opposed to increasing the judges’ strength in the apex court, adding the government had also decided principally **t to increase their number.
During the meeting, the committee also examined the government bill to amend the Central Law ******rs Ordinance 1970, besides approving the word assistant attorney general and reducing the eligibility criteria for the assistant attorney general.
According to the amendment, any lawyer having five years of practice of high court could be appointed as an assistant attorney general.Barrister Zafar Ullah presented the bill and said the AGP was a constitutional post and the Constitution bans the AGP to practice privately as there will be conflict of interest. He said **w the additional attorney general, deputy attorney general and assistant attorney general would also do private practice.
MNA Ch Muhammad Ashraf had a stance that for quick disposal of pending cases, the judges’ strength should be increased. However, PTI MNA Arif Alvi and Ali Muhammad Khan opposed it. Ali Khan said unless the subordinate courts system was streamlined, there would be ** use of increasing the judges’ number in the top court.
The chairman of the committee said the superior court judges, instead of doing their job, were more interested in social and political cases as those became the lead stories of the newspaper. He said if the judges decided the cases where there were two parties, it would drastically reduce the pending cases in the apex court.
