The FCC voted 3-2 (http://transition.fcc.gov/Daily_Releases/Daily_Business/2016/db0331/DOC-338676A1.pdf) on Thursday to pass a proposed expansion on the communications benefits program Lifeline for poor Americans. The new broadband benefit will provide $9.25 a month for broadband and voice services to Americans who already receive federal assistance
