Puerto Rico advances law to help water utility issue debt
SAN JUAN (Reuters) - Puerto Rico's House of Representatives on Thursday approved a bill aimed at making it easier for the island's cash-strapped water authority, k**wn as PRASA, to issue new bonds and avoid a rate hike.
