Obama’s last-ditch bid to shut Guantanamo prison

President Barack Obama on Tuesday submitted a plan to the Republican-controlled US Congress to close down the detention facility in Guantanamo Bay, the island prison that earned infamy post-9/11 for extra-judicial punishment and torture.
