EU to use drones, submarines in operation against migrant smugglers

EU foreign ministers agreed at a meeting in Luxembourg to launch the operation even though it will be limited to intelligence-gathering for **w because it has yet to obtain U.N. authorisation. The operation is part of a stepped-up European response to a surge of migrants from Africa and the Middle East making the dangerous crossing from Libya to Europe.
