Qatar experts: Sponsorship draft law in last stage

At its routine weekly meeting, the Advisory Council discussed the draft sponsorship law and referred it to its Internal and External Affairs Committee for its expert opinion. The draft law is seeking to regulate the entry, exit and residence of expatriates. The committee met under its rapporteur, Mohamed Abdullah Al Sulaiti. Qatar News Agency (QNA) reported that the committee is expected to submit a detailed report on the draft to the Advisory Council soon. While this is reason for optimism, it must be **ted that this the sponsorship law has been a bone of contention since at least as far back as 2012, when Qatar indicated that it was considering a revamp of its controversial sponsorship system for foreign workers in the country and intended to introduce a new system that is in line with international labour standards. Little headway has been made since then, as one deadline after the other has past. The system of approval follows a laborious process. After initial approval, a draft law is referred to the Advisory Council by the state cabinet. The council deliberates it and may refer it to one of its internal committees for a special review and opinion. The committee then prepares a detailed report on the draft after consultation with government officials and experts and submits it to the Advisory Council, whose members make suggestions for changes to the observations and recommendations, and finally approve the draft and send it back to the cabinet. Once approved by the cabinet, the draft law is referred higher up for final approval. Experts advise that if a draft law is at the Advisory Council, it should be considered to be in its last stages of approval.
