{"id":208718,"date":"2020-02-27T08:41:52","date_gmt":"2020-02-27T05:41:52","guid":{"rendered":"http:\/\/ww-vb.mine.nu\/w108\/scientists-propose-new-regulatory-framework-to-make-ai-safer\/"},"modified":"2020-02-27T08:41:52","modified_gmt":"2020-02-27T05:41:52","slug":"scientists-propose-new-regulatory-framework-to-make-ai-safer","status":"publish","type":"post","link":"https:\/\/hameed.nwar.uk\/sa\/scientists-propose-new-regulatory-framework-to-make-ai-safer\/","title":{"rendered":"Scientists propose new regulatory framework to make AI safer"},"content":{"rendered":"<p> [ad_1]<br \/>\n<br \/><img decoding=\"async\" src=\"https:\/\/cdn0.tnwcdn.com\/wp-content\/blogs.dir\/1\/files\/2019\/05\/artificial-intelligence-hed-796x417.jpg\" \/><\/p>\n<div>\n<p>Scientists from Imperial College London have proposed a new regulatory framework for assessing the impact of AI, called the\u00a0Human Impact Assessment for Technology (HIAT).<\/p>\n<p>The\u00a0researchers believe the HIAT could identify the\u00a0ethical, psychological and social risks of technological progress, which are already being exposed in a growing range of applications, from voter manipulation to\u00a0algorithmic sentencing.<\/p>\n<p>They based their idea on the\u00a0Environmental Impact Assessments (EIA), which has been used to evaluate the environmental effects of proposed developments for 50 years.<\/p>\n<p>Like environmental impact, the human impact of AI is difficult to model and often produces unforeseen results. Software is often easy to modify and regularly updated. The HIAT would therefore need to be part of an ongoing evaluation.<\/p>\n<h2>How the\u00a0HIAT would work<\/h2>\n<p>The researchers recommend using an existing technology framework, such as the\u00a0EU\u2019s new AI guidelines, as the basis for the HIAT assessment and reporting.<\/p>\n<p>Social science methods would then be used to assess human impact, like those used in psychology to evaluate wellbeing.<\/p>\n<p><em>[Read:\u00a0Pentagon unveils toothless ethical principles for using AI in war]<\/em><\/p>\n<p>Every technology would also have to comply with current technical standards.<\/p>\n<h2>Next steps<\/h2>\n<p>Relevant impact assessments already in place, such as the data protection impact assessment required by GDPR, could also be incorporated into the HIAT.<\/p>\n<p>However,\u00a0these won\u2019t always be a direct fit. For example,\u00a0algorithmic impact assessments\u00a0(AIA) are typically conducted at the time of procurement, to assess whether an existing system should be used. The HIAT would be conducted in the early stages of designing these systems, and would involve the people who make them.<\/p>\n<p>\u201cImpact assessments are an important tool for embedding certain values and have been successfully used in many industries including mining, agriculture, civil engineering, and industrial engineering,\u201d\u00a0Imperial\u2019s Professor Rafael Calvo, who led the research team, said in a statement.<\/p>\n<p>\u201cOther sectors too, such as pharmaceuticals, are accustomed to innovating within strong regulatory environments, and there would be little trust in their products without this framework.\u00a0As AI matures, we need frameworks like HIAT to give citizens confidence that this powerful new technology will be broadly beneficial to all.\u201d<\/p>\n<hr style=\"caret-color: #000000; color: #000000;\"\/>\n<p style=\"caret-color: #000000; color: #000000;\"><em><span style=\"font-weight: 400;\">You\u2019re here because you want to learn more about artificial intelligence.
