Tsang said that the expenditure greatly surpassed the growth of Hong Kong\u2019s Gross Domestic Product, which stood at 3.8 per cent last year.<\/p>\n<p>\u201cThis is first time this has happened after the Handover \u2013 it is a potential violation of Article 107,\u201d he wrote in his AM730 newspaper column.<\/p>\n<p><img decoding=\"async\" src=\"http:\/\/ww-vb.mine.nu\/w108\/wp-content\/uploads\/2018\/03\/Hong_Kong_Vision_-_Home_-_Google_Chrome_2017-10-09_10-51-17.jpg\" alt=\"Jasper Tsang\"\/><\/p>\n<p>Jasper Tsang. Photo: Hong Kong Vision.<\/p>\n<p>Article 107 stipulates that the government \u201cshall follow the principle of keeping the expenditure within the limits of revenues in drawing up its budget, and strive to achieve a fiscal balance, avoid deficits and keep the budget commensurate with the growth rate of its gross domestic product.\u201d<\/p>\n<p>The budget revealed that there was a HK$138 billion surplus. However, as Article 107 stipulates government expenditure should not increase dramatically, Tsang said the only reasonable way to deal with the huge surplus was to conduct a cash handout \u2013 which would not be considered as government expenditure.<\/p>\n<p>\u201cI must stress again: Giving a part of the budget back to the public would not have meant that the government would have to do less with improving its service and investing in the future,\u201d he wrote.<\/p>\n<p>But Chief Executive Carrie Lam has expressed a different interpretation of Article 107, suggesting that the government does not need to keep expenditure in line with economic growth every year, but the principle should be adhered to in the long run.<\/p>\n<p><img decoding=\"async\" src=\"http:\/\/ww-vb.mine.nu\/w108\/wp-content\/uploads\/2018\/03\/1132491.jpg\" alt=\"Paul Chan\"\/><\/p>\n<p>Paul Chan.
