Three years after that, euro notes and coins were introduced in the biggest changeover in history.<\/p>\n<p class=\"a1dbe quartz\">Now, 19 countries have adopted the common currency, a success in several important respects. It is used by more than <a href=\"https:\/\/www.ecb.europa.eu\/euro\/html\/index.en.html\">340 million Europeans<\/a>, and, as intended, has fostered deeper integration between EU-member countries, making it easier for companies to do business across the bloc and for citizens to move about. In terms of exchange rates, after 20 years and a couple of financial crises, it\u2019s just about flat against reserve currencies like the US dollar and the Japanese yen.<\/p>\n<div class=\"atlas-embed atlas-chart\" data-id=\"B1DZGOQb4\" data-width=\"640\" data-height=\"400\" role=\"text\" aria-label=\"Embedded chart from TheAtlas.com\"><img decoding=\"async\" src=\"https:\/\/www.theatlas.com\/i\/atlas_B1DZGOQb4.png\" style=\"width:100%\"\/><\/div>\n<p class=\"a1dbe quartz\">And yet, as the currency leaves its teenage years, the euro is probably better known for its shortcomings. The EU sovereign debt crisis <a href=\"https:\/\/www.apnews.com\/ace67a72f4fd4c8ba93067ffc540ce8d\">highlighted members\u2019 inability<\/a>\u00a0to massage exchange rates when economic growth slows (potentially boosting exports) and adjust interest rates (to rev-up business activity) during a slump. This becomes a problem when countries are moving along at different speeds. A single monetary policy can\u2019t cool an overheating economy and support a struggling one at the same time. The lack of flexibility was <a href=\"https:\/\/www.cfr.org\/timeline\/greeces-debt-crisis-timeline\">underscored<\/a> when Greece, slogging through years of crisis, nearly crashed out of the common currency <a href=\"https:\/\/www.cfr.org\/timeline\/greeces-debt-crisis-timeline\">in 2015<\/a>.<\/p>\n<p class=\"a1dbe quartz\">In politics, <a href=\"http:\/\/freakonomics.com\/2009\/08\/13\/quotes-uncovered-who-said-no-crisis-should-go-to-waste\/\">people sometimes say<\/a>\u00a0you need a crisis to get the big things accomplished. By that measure, the turmoil that roiled currency bloc in recent years <a href=\"https:\/\/www.apnews.com\/ace67a72f4fd4c8ba93067ffc540ce8d\">wasn\u2019t a total waste<\/a>. The EU now has a rescue fund known as the European Stability Mechanism, to try to keep financial panics from spiraling out of control. EU-level <a href=\"https:\/\/www.ecb.europa.eu\/press\/key\/date\/2018\/html\/ecb.sp180322.en.html\">oversight<\/a> of bank finances has been implemented, and the European Commission reviews national budgets. The <a href=\"https:\/\/qz.com\/1038954\/whatever-it-takes-five-years-ago-today-mario-draghi-saved-the-euro-with-a-momentous-speech\/\">ECB has also demonstrated<\/a> that it will take decisive steps when needed\u2014famously doing \u201cwhatever it takes\u201d\u2014to protect the bloc from soaring interest rates.<\/p>\n<p class=\"a1dbe quartz\">The trouble is that, not so deep down, those old problems of inflexibility are still there. An even deeper union is needed. That could require rich countries like Germany and the Netherlands to provide \u201c<a href=\"https:\/\/qz.com\/1377098\/why-the-euro-failed\/\">fiscal transfers<\/a>\u201c\u2014providing tax revenue to help support member countries in economic distress. A proper central budget could help accomplish this, but French president Emmanuel Macron\u2019s efforts to implement such a thing have been resisted. An EU <a href=\"https:\/\/www.reuters.com\/article\/us-eurozone-future-exclusive\/exclusive-eu-delays-euro-zone-budget-deposit-insurance-plans-draft-idUSKBN1O10T2\">deposit-insurance<\/a> system to prevent bank runs is still out of reach as well.<\/p>\n<p class=\"a1dbe quartz\">Will the euro\u2019s 20-something years be as turbulent as its teens? Probably\u2014and perhaps that\u2019s a good thing.<\/p>\n<p class=\"a1dbe quartz\">ECB president Mario Draghi, after all, famously compared the currency to a <a href=\"https:\/\/www.ecb.europa.eu\/press\/key\/date\/2012\/html\/sp120726.en.html\">bumblebee<\/a>, which somehow flies even though it\u2019s not supposed to be able to.
