If you have high enough suspension you could go through that, but honestly road designs like this are horrible because they just collect water.
This is how an older friend of mine lost his 1968 or 1969 Cadillac back in the day, it wasn’t new but it wasn’t that old either. Went into an underpass just like this one and flooded out. It was apparently enough to stall the motor but was not in the cabin yet. By the time a tow-truck came, his car was completely underwater. His wife wanted to kill him for it.

The real reason why you don’t drive into that is because you can’t see below the surface and can’t know that the road didn’t collapse into a sinkhole. 10/10 stupid
