For those wondering, these “filters” or “calmers” are used to reduce people’s use of residential roads. It differs from a speed bump as follows:
A speed bump slows traffic while maintaining a high flow rate, the goal is simply to reduce the speed of vehicles.
A calmer does similar while traffic is light, simply slowing it with an occasional stop, but as traffic gets heavier, it causes longer waits. It ensures that non-local traffic are disincentivized from using the road, otherwise they’d be waiting for minutes at a time in rush hour if people used it as a thoroughfare and at a certain point, it would become permanently clogged as each calmer is usually alternating in its direction of priority.

Speeding like that in a residential area should just be a straight-up ban from operating *any* vehicle in public for at least 5 years (though i’d happily say 50 years, too). Scum like this need to learn.
