Could be doing it to make them come out and move it
This happens in my neighborhood where it’s illegal to double park, if the bus can’t get through they sit there and honk until the person comes out to move the car, especially if it’s in an area where backing up is dangerous or difficult
when i lived in a busy city a few years ago, there was a pretty bad car accident. naturally all traffic stopped. a city bus decided people werent going fast enough and was sitting there with his hand on the horn for a few minutes. this was early in the morning too. people were banging on his door and yelling at him to stop. he was close enough behind the accident to see that something bad happened as people were running there.
Aren’t you typically not supposed to park on both sides of a narrow street like this during winter anyway?

Come on!!! I could fit a bus through there…
Is it ironic that the camera operator is yelling at a bus for honking? Do they think the bus can hear them?
