Damn, where is the intersection lines?
It looks like the truck was already waiting to turn left, and needed to wait for the car in front of the red car to pass before they could go. They were probably (reasonably) expecting the red car to stop. Idk if the laws vary but here if you’re turning left, you “claim” the intersection and wait for a clearing and then you go. Sometimes you end up turning on a yellow or red because oncoming cars don’t stop.
